Description : Global Green Growth Institute in Mongolia invites all eligible companies to submit their proposals for consulting services to undertake a Study on Renewable Energy & Development of 2 GCF Project Concept Notes on Green Affordable Housing and Creation of Digital Monitoring System of Measurement, Reporting and Verification (MRV) in Mongolia.
GGGI seeks a firm to provide consultancy services: (1) to assess and mitigate risks in scaling up renewable energy and energy efficiency investments, and (2) to develop and submit two project concept notes to the GCF through pre-feasibility studies and stakeholder engagement on Green Affordable Housing and Creation of Digital Monitoring System of Measurement, Reporting and Verification (MRV) in Mongolia, as agreed with the Ministry of Environment and Climate Change (MECC) of Mongolia.


PROJECT BACKGROUND:
GGGI is supporting the Government of Mongolia in implementing the country’s Vision 2050 priorities, the Sustainable Development Goals (SDGs), and its Nationally Determined Contributions (NDCs) under the Paris Agreement—particularly in the areas of clean energy, energy efficiency, green cities, and climate finance. As part of this support, GGGI is serving as the Readiness Delivery Partner for the Green Climate Fund (GCF) Readiness Support Program in Mongolia, delivering the project titled "Strengthening Institutional and Technical Capacity to Support NDC Implementation and Mainstreaming Climate Change into Subnational Development Planning in Mongolia," in partnership with the Ministry of Environment and Climate Change (MECC) and the Climate Change Research and Cooperation Center (CCRCC). The goal of this multi-year GCF Readiness project is to support the implementation of Mongolia’s NDC targets by removing barriers to scaling up investment and by strengthening institutional capacity to develop, implement, and monitor climate change policies and plans that address urgent national needs.

Understanding the sources of greenhouse gas emissions (GHG) emissions, causes of climate change and its impacts is an important pre-requisite to take action to address climate change, develop and implement climate change policies and programs, and for citizens to be able to engage in dialogue and decision making about building a low-emissions, climate resilient future. One of the key desired outcomes of the GCF’s readiness support program is for relevant country stakeholders have established adequate capacity, systems and networks to support the planning, programming and implementation of GCF-funded activities. Mongolia has been very successful in mobilizing investments in climate action from the GCF and other climate finance sources, however, a relatively narrow set of stakeholders has been engaged in the development and implementation of climate change projects/programs in Mongolia.

GGGI seeks a firm to provide consultancy services: (1) to assess and mitigate risks in scaling up renewable energy and energy efficiency investments, and (2) to develop and submit two project concept notes to the GCF through pre-feasibility studies and stakeholder engagement on Green Affordable Housing and Creation of Digital Monitoring System of Measurement, Reporting and Verification (MRV) in Mongolia, as agreed with the Ministry of Environment and Climate Change (MECC) of Mongolia.

 

OBJECTIVE & PROPOSED ACTIVITIES:
The primary objective of this assignment is to support Mongolia's transition to a sustainable, climate-resilient energy sector by addressing investment risks and facilitating access to international climate finance. GGGI seeks a consultancy firm to work on two key tasks. First, the firm will assess and mitigate risks associated with scaling up renewable energy and energy efficiency investments, ensuring these projects are attractive and secure for investors. Second, the firm will develop two comprehensive project concept notes for submission to the GCF. These concept notes, which focus on Green Affordable Housing and Creation of Digital Monitoring System of Measurement, Reporting and Verification (MRV) in Mongolia, will be developed through pre-feasibility studies and extensive stakeholder engagement. This approach is intended to align with Mongolia's national priorities, meet GCF investment criteria, and contribute to the country's broader climate and sustainable development goals.


SCOPE OF WORK:
Activities and Detailed Tasks are as follows:

Activity 1 – Measures to De-risk Scaled Up Investments in RE and EE

The Firm will assess the risk assessment report prepared by the national consultant and prioritize risks associated with scaling up renewable energy (RE) and energy efficiency (EE) investments by reviewing international experiences in de-risking such investments. The Firm will produce a report that outlines the methodologies used, details the risk assessment (prepared by the national consultants), and provides an in-depth review of case studies and best practices from other countries. The report should also present key findings and actionable recommendations tailored to the local context, serving as a crucial foundation for designing further de-risking strategies to enhance investor confidence and support sustainable investment growth in 2 priority areas, such as renewable energy (RE) and energy efficiency (EE). Built on the national consultant’s report assessing relevant legal frameworks, the Firm will be responsible for identifying best practices from international experiences while developing recommendations to de-risk scaled up investments in 2 priority areas. The recommendations will include tailored options for de-risking investments in 2 priority areas in Mongolia, detailing legal implications and offering actionable recommendations to facilitate effective scaling of these investments.


Activity 2 – Development of two (2) GCF Project Concept Notes

The Firm will conduct two pre-feasibility studies in priority areas (green affordable housing and digital monitoring system of MRV in Mongolia) and prepare two project concept notes that align with GCF requirements.
2.1 Pre-Feasibility Studies:

• Technical Analysis: Assess the technical viability of each initiative, including innovative verifiable EE products and advanced technologies transfer options, resource availability, and potential operational challenges, as well as ways to create digital monitoring system of MRV in Mongolia.
• Financial Evaluation: Provide preliminary cost estimates, explore potential funding sources, and conduct a preliminary financial cost–benefit analysis.
• Operational Feasibility: Evaluate the implementation timelines, regulatory requirements, logistical considerations, and overall operational capacity.
• Risk Assessment: Identify and prioritize potential risks and propose mitigation strategies for each initiative.
• Integrated Report: Compile all findings into two comprehensive pre-feasibility study reports that will form the basis for the concept notes.

2.2 Project Concept Notes:
• Concept Note Outline: Develop a structured outline for each project concept note based on the pre-feasibility study findings.
• Alignment with GCF Requirements: Ensure that each concept note meets the Green Climate Fund’s criteria.
• Drafting and Refinement: Draft detailed project concept notes and incorporate feedback from stakeholders to refine and finalize each note.
• Final Submission: Produce two finalized project concept notes ready for submission to the GCF.

The tender submission deadline is APRIL 23, 2025 16:00 HRS KOREAN STANDARD TIME (KST).
