Description : GGGI Peru is inviting eligible firms/entities to submit their proposals for the Analysis of the financial landscape in Peru for sustainable forestry and energy efficiency activities, with recommendations for the design of related financial products and services
PROJECT BACKGROUND:
Through review and analysis of existing information (studies, standards, projects, databases, or other), the consultant will proceed to identify the potential supply of financial products in local financial markets or in various projects (loans, credit lines, risk transfer mechanisms, incentives, or other) that are designed - or have the potential to promote access to financial resources for sustainable forestry and energy efficiency activities.
In addition, based on the results, recommendations will be formulated to create or optimize financial mechanisms or products that contribute to the access and use of financial resources oriented towards the development of sustainable economic activities, in particular forestry and energy efficiency activities. To conclude, these recommendations should consider cooperation schemes - and possible strategic alliances - with public or private entities that have the necessary resources, regulatory framework, strategic and/or operational planning to increase the likelihood of implementing a successful pilot project.
This consultancy will focus on:
1. Identify potential instruments, mechanisms, projects, or programs that promote access to and use of financial resources to develop sustainable economic activities in the country, prioritizing sustainable forestry and energy efficiency activities.
2. Develop recommendations and proposals to create or modify instruments, mechanisms, projects, or programs. The aim of these proposals will be to ensure that the design of financial products is underpinned by a green (environmental) or sustainable finance approach (including gender and social inclusion), and that these contribute to the implementation of a pilot in collaboration with relevant public or private entities.
Specific Objectives:
1. A review of the current status of the supply of instruments, mechanisms, projects, and programs in Peru with potential for the design or optimization of financial products and/or services aimed at promoting the development of sustainable economic activities, including forestry and energy efficiency.
• To facilitate informed decision-making, it is necessary to include a list of available instruments, mechanisms, projects or programs and implementation actors for each prioritized sector. The relevant actors could include public or private entities, financial institutions, and so on. In this context, a tool must be designed to allow for the identification of systematized information by type of client served, whether natural or legal person (company size), both at the individual and group level, and by geographical region, as well as a summary of the requirements and procedures for accessing the instruments, mechanisms, projects or programs available.
• For each prioritized sector, the collection of information from primary sources, both from the supply and demand side, should be considered.
2. Analysis of current and emerging institutional frameworks that promote the use of financial mechanisms or instruments in sustainable economic activities, e.g., forestry and energy efficiency, is essential for identifying key barriers and opportunities. The objective is to develop recommendations to support stakeholders (e.g. financial institutions, insurance companies, investment funds, etc.). This analysis should assess whether the current policy and regulatory framework includes considerations of gender, social inclusion or environmental aspects.
3. The development of a regional or international benchmarking framework for successful cases and lessons learned on instruments, mechanisms, projects, or programs with potential for the design or optimization of financial products and/or services aimed at sustainable forestry and energy efficiency (a minimum of two for each prioritized sector) is essential. This framework should include an analysis of the key actors involved, the gender perspective and social inclusion (reported indicators), environmental aspects and the relevant regulations that promote such products. For the selection of the cases to be used, the selection criteria must be presented and approved by GGGI.
4. Develop recommendations for the creation or optimization of financial products and/or services that contribute to the access and use of financial resources for economic activities related to sustainable forestry and energy efficiency in Peru. This should be done under a sustainable finance approach, including gender and social inclusion considerations, as well as environmental safeguards.
• For each prioritized sector, a proposal should be included for a pilot, a partnership with key actors to facilitate its implementation in the short or medium term, and policy recommendations to boost the financing of these sectors.
SCOPE OF WORK - DELIVERABLES
Activities / Deliverables:
Deliverable 1: Working Plan (2 weeks)
• The consultancy work plan should be formulated, including a timetable for the presentation of deliverables, as well as the identification of the public and private actors to be consulted during the development of the consultancy. This work plan should be presented to the NDA of the Ministry of Economics and Finance, to receive feedback and approval.
• The work plan should include a draft list of documents, reports, studies, normative instruments related to the scope of the consultancy, and a list of potential stakeholders who will participate in the workshops. It should also include the identification of suggested successful international experiences (at least two for each sectoral activity prioritized in the consultancy), including those corresponding to Latin America, as well as more developed economies that would be considered for the recommendations.
• The Work Plan should include the methodological proposal for Deliverables 2, 3, 4 and 5, respectively.
Deliverable 2: State-of-the-Art Financing for (Sustainable) Forestry in Peru (10 weeks)
• Prepare a document with the review and analysis of existing information (reports, studies, public policies, regulations, projects, institutional reports, databases, among others) related to financing from the country's financial markets for forestry activities in the country, which may or may not include sustainability criteria for their granting.
• Include in the document a general mapping of successful international experiences (at least two) for sustainable forest financing. These should be implemented both in Latin America (as a priority) and in other regions. Also details whether these experiences considered individual attention (producers) or legal entities (companies, cooperatives, associations), including aspects of gender and social inclusion.
• Develop at least two workshops with key stakeholders, one for the supply side and one for the demand side, to identify potential opportunities, challenges and risks associated with promoting access to and use of financial products and/or services that contribute to the development of forestry activities in a sustainable manner.
• Conduct at least four (04) in-depth interviews with both supply and demand side stakeholders to identify potential opportunities, challenges and risks associated with promoting access to and use of financial products and/or services that contribute to the promotion of forestry activities under a sustainability approach. To this end, a questionnaire or interview guide validated in advance by GGGI will be used.
• Summarize the results of the above information analysis, workshops and interviews in a report and presentation.
Deliverable 3: Recommendations to promote the creation or adaptation of financial products for sustainable forest management (12 weeks)
• Develop technical recommendations to improve existing financial services to include sustainable financing features and to close the gap between supply and demand of financial services for sustainable forest management, considering Deliverable N°2.
• Prepare a detailed roadmap proposing the creation and/or adaptation of one (01) financial product and/or service to help mobilize resources for sustainable forest management. This proposal must include at least:
• Identify the public and/or private actors with whom a pilot test could be developed. Consider whether it will be necessary to use a public-private partnership mechanism for this purpose.
• A (01) proposal for the creation or modification of an institutional, normative, or regulatory framework to promote the mobilization of financial resources for sustainable forest management activities (considering gender, social inclusion, and forest producer aspects), which should be developed in collaboration with an actor who should be the proponent.
• One (01) proposal for the implementation of a pilot test of the recommended financial product, considering the guidelines and the necessary action plan.
• Prepare and hold a workshop (01) with key public and private stakeholders to present the main findings and recommendations and obtain their feedback.
• The final conclusions and recommendations should include an action plan for the short, medium, and long term.
Deliverable 4: State-of-the-Art Financing for energy efficiency in Peru (10 weeks)
• Develop a document to review and analyze existing information (reports, studies, public policies, standards, projects, institutional reports, etc.) related to the financing of energy efficiency from the country's financial markets. Include sustainability criteria for their allocation.
• Include in the document a general mapping of successful international experiences (at least 2) for energy efficiency financing implemented in Latin America (as a priority) or other regions. Details if these experiences considered gender and social inclusion aspects.
• Conduct at least two (02) workshops with key stakeholders on both supply and demand sides to identify potential opportunities, challenges and risks associated with promoting access to and use of financial products and/or services that contribute to the promotion of energy efficiency activities in a sustainable approach.
• Conduct at least four (04) in-depth interviews on both supply and demand side stakeholders to identify potential opportunities, challenges and risks associated with promoting access to and use of financial products and/or services that contribute to the promotion of energy efficiency activities under a sustainability approach. To this end, a questionnaire or interview guide validated in advance by GGGI will be used.
Summarize the insights from the data analysis, workshops, and interviews above in a report and presentation.
Deliverable 5: Recommendations to promote the creation or adaptation of financial products for energy efficiency management (12 weeks)

IMPORTANT TIMELINES:
This project is expected to be completed in 12 months upon contract signing.
The tender submission deadline is 26 May 2025, 16:00 pm KST (Korean Standard Time).
