Description : Global Green Growth Institute in Papua New Guinea invites all eligible companies to submit their proposals for provision of consulting services for the Climate Resilience and Green Growth (CRGG) Assessments for Four Provinces of Papua New Guinea (Eastern Highlands, Manus, Morobe, and Simbu) and the Update of the National Green Growth Potential Assessment (GGPA).


PROJECT BACKGROUND:
Papua New Guinea (PNG) is one of the most climate-vulnerable countries in the world. Its geography, dependence on climate-sensitive sectors, and limited infrastructure make it highly susceptible to floods, droughts, landslides, and sea-level rise. These vulnerabilities pose critical threats to PNG’s development trajectory and disproportionately affect rural and subnational populations. To address these challenges, the Government of PNG and the Government of Australia have partnered under the PNG–Australia Climate Change Action Plan (PACCAP). In support of this partnership, the Global Green Growth Institute (GGGI), with funding from the Australian Department of Foreign Affairs and Trade (DFAT), is implementing the Climate Finance Initiative for Resilience and a Sustainable Transition (Climate FIRST). This multi-year project aims to strengthen institutional capacity and increase access to domestic and international climate finance, with a particular focus on enhancing climate investment readiness at the subnational level and implementing the country’s climate priorities as articulated in PNG’s Enhanced NDC, the National Adaptation Plan, the Climate Change Management Act (2021), sectoral policies, and provincial development strategies.

The project is implemented in close collaboration with the Climate Change and Development Authority (CCDA), the Government of PNG’s lead agency on climate policy and coordination and actively engages Provincial Governments across seven target provinces. Under the previous Climate Resilient Green Growth (CRGG) project—also funded by DFAT—GGGI developed a holistic Climate Resilience Green Growth Assessment (CRGGA) methodology, which was successfully piloted in Enga, Milne Bay, and New Ireland Provinces. These assessments integrated climate vulnerability diagnostics, emissions baselines, and participatory planning to identify sectoral entry points and investment opportunities for climate-resilient and inclusive green growth. The process also embedded Gender Equality, Disability, and Social Inclusion (GEDSI) principles and strengthened provincial engagement with national institutions such as CCDA, the Department of National Planning and Monitoring (DNPM), and the Department of Provincial and Local Government Affairs (DPLGA).

In parallel, GGGI produced PNG’s first Green Growth Potential Assessment (GGPA) in 2019, using a globally recognized benchmarking methodology. The GGPA provided evidence-based recommendations across five key dimensions: resource efficiency, natural capital protection, climate resilience, social inclusion, and green economic opportunities. Under Climate FIRST, the project will build on this foundation and extend the CRGGA approach to four additional provinces—Eastern Highlands, Manus, Morobe, and Simbu. These provinces represent a mix of highland, coastal, and maritime environments with diverse vulnerabilities and development needs. In line with the new CRGG assessments, Climate FIRST will also update the GGPA to reflect new policy developments under the Enhanced NDC, NAP, and Medium-Term Development Plan IV, as well as institutional and sectoral shifts following the enactment of the Climate Change (Management) Act.


Objectives of the Assignment
This consultancy assignment aims to:
1. Conduct CRGG Assessments in four new provinces—Eastern Highlands, Manus, Morobe, and Simbu—by applying and enhancing GGGI’s CRGGA methodology to assess climate risks, identify green growth opportunities, and develop recommendations for provincial planning and climate finance mobilization.
2. Update the National Green Growth Potential Assessment (GGPA) to reflect updated data, improved methodologies, and provincial insights—supporting national policy coherence and positioning PNG for strategic partnerships and investment attraction.

This assignment contributes directly to Climate FIRST Outcomes 2 and 3:
 Outcome 2: Strengthened coordination and investment capacity of national and subnational institutions.
 Outcome 3: Enhanced climate pipeline development and investment mobilization in the provinces.
All activities under this assignment are to be implemented in close coordination with CCDA as the Government lead, with active engagement of Provincial Governments, and in alignment with the strategic direction of the donor, DFAT.


PROPOSED ACTIVITIES & SCOPE OF WORK:
GGGI is seeking a qualified consulting firm to undertake a comprehensive assignment consisting of two key components:

1. Conducting Climate Resilience Green Growth Assessments (CRGGA) in four provinces of Papua New Guinea—Eastern Highlands, Manus, Morobe, and Simbu, and
2. Reviewing and updating the Green Growth Potential Assessment (GGPA) for Papua New Guinea, originally developed in 2019.

These assessments aim to strengthen subnational climate planning and national green growth readiness by identifying climate risks, sectoral opportunities, and institutional entry points for inclusive, resilient, and low-carbon development. The assignment will be delivered in four main phases:

1. Inception and Assessment Framework

 The Consultant will initiate the assignment by engaging with GGGI and relevant government counterparts to validate the scope of work, align methodologies, and confirm timelines. This phase includes reviewing all key background materials, such as the previous CRGGA reports (Enga, Milne Bay, New Ireland), the 2019 GGPA, and national frameworks including PNG’s Enhanced NDC, NAP, Climate Change Management Act (2021), and MTDP IV.

 An Inception Report will be submitted, presenting a finalized work plan and timeline, a refined methodology for both CRGGA and GGPA activities, a stakeholder engagement plan that integrates gender equality, disability, and social inclusion (GEDSI), and a strategy for data collection and analysis.

2. Climate Resilience Green Growth Assessments (CRGGA)
 Using GGGI’s established CRGGA methodology, the Consultant will assess climate risks and green growth opportunities in the four target provinces. This will include both technical analysis and participatory engagement.
 Each assessment will begin with a provincial-level diagnostic, including GHG emissions profiling, climate vulnerability analysis, and review of development priorities. A multi-stakeholder consultation workshop will be organized in each province to validate findings, gather local perspectives, and co-develop priority interventions.
 The output of this phase will be four province-specific CRGGA reports. Each report will outline climate vulnerability profiles, sectoral mitigation and adaptation opportunities, and practical recommendations for integrating climate resilience into provincial plans, budgets, and investment proposals.

3. Review and Update of the National GGPA
 The Consultant will review the 2019 GGPA and update it to reflect new policy directions, expanded provincial insights, and revised indicator methodologies.
 This work includes refining the existing indicator framework, updating data across the five GGPA dimensions (resource efficiency, natural capital protection, climate resilience, social inclusion, and green economic opportunities), and integrating findings from all seven CRGGAs (three previously completed and the four new ones).
 A national validation workshop will be held to present and refine the GGPA findings in consultation with relevant ministries and partners. The Consultant will then submit an updated GGPA Report and Executive Summary, with revised performance benchmarking and evidence-based policy, investment, and institutional development recommendations.


4. Validation, Final Deliverables, and Knowledge Transfer
 To ensure institutional ownership and use of the assessment outputs, the Consultant will organize stakeholder validation workshops in the four provinces and one at the national level. These workshops will finalize the CRGG assessment and GGPA update deliverables.
 Following this, the Consultant will submit a complete handover package, including editable final reports, data sources and tools, and documentation of methodologies and workshop outcomes. A concluding knowledge transfer session will be conducted to orient GGGI and government counterparts on the key findings, analytical tools, and opportunities for future application and scale-up.
