Objectives: The tender seeks to procure external evaluation services for the project 'IMPULSO DE UNA JUVENTUD CONFUTURO EN LOS MUNICIPIOS DEL DEPARTAMENTO DE LA PAZ, EL SALVADOR,' funded by the Generalitat Valenciana. The primary goal is to conduct a systematic and objective appraisal to inform future strategies and improve program effectiveness. The evaluation focuses on the degree of achieved objectives, resource utilization efficiency, and impact on targeted communities within established sustainability and active participant engagement frameworks. This evaluation aims to assess whether the project's objectives have been met, whether resources were effectively used to contribute to the anticipated impact, and to foster lessons for future project implementations. The expected outcomes include project impact assessment, suggestions for improvement, and consolidation of best practices, highlighting effectiveness, empowerment, increased resources, autonomy, and political engagement of youth in the targeted municipal districts of San Luis la Herradura, San Antonio Masahuat, and El Rosario in La Paz, El Salvador.
