Objectives: The primary aim of this tender is to develop a strategic roadmap for the economic diversification and future of work in Odisha, in alignment with the principles of climate justice and equitable growth. Through a detailed macro and micro-economic assessment, the consultancy will identify the socio-economic impacts on coal-dependent districts in Odisha and propose actionable strategies for green skilling, entrepreneurship, and job creation to support a just transition to net-zero emissions. The expected outcomes include comprehensive recommendations for policy and institutional interventions to facilitate sustainable and inclusive economic development, focusing on vulnerable communities reliant on the coal sector.
