Eligibility criteria: Eligible organizations must originate from countries that are members of the Inter-American Development Bank (IDB). These organizations must not have any conflicts of interest as detailed in the tender’s eligibility section. To qualify, organizations should demonstrate their ability to meet the project's financial and technical requirements, which include evidence of past similar projects, financial stability, and access to necessary resources. State-owned enterprises can participate if they operate under commercial law and are not controlled by the contracting agency. Organizations must not be under suspension or debarment by the IDB or any other major development bank. In addition to meeting the eligibility criteria, organizations must comply with all the submission requirements including the documentation of their technical and financial capabilities and adherence to the contract's compliance requirements regarding environmental, social, and labor guidelines.
