Description : Global Green Growth Institute in Jordan invites all eligible firms to submit their proposals for consulting services to develop and deliver a training program on EV charging standards and safety for selected government officials. The training should enhance the technical capacity of national stakeholders involved in e-mobility, infrastructure development, and standardization, with particular emphasis on international best practices, harmonization with global standards, and application in the Jordanian context.


PROJECT BACKGROUND:
The Global Green Growth Institute (GGGI) was established as an intergovernmental organization with the objective of promoting sustainable development of developing and emerging countries including the least developed countries. GGGI is dedicated to supporting the creation and diffusion of the model of economic growth known as “green growth”. The green growth model integrates economic growth, environmental sustainability, poverty reduction and social inclusion.

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth," which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries worldwide, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sectors to help build economies that grow strongly and are more efficient and sustainable in using natural resources, less carbon intensive, and more resilient to climate change.

While the share of EVs has been rapidly increasing across Jordan, standardization in the EV ecosystem and associated capacity building to the public sector are urgently needed to stimulate private sector investment in the charging infrastructure as well as ensure the safety of users and protect their rights.

The Jordan updated Nationally Determined Contribution (NDC) indicates that the transport sector is the largest energy consumer in the country. Four priority measures are brought forward in the NDC's mitigation section and three of them are directly related to the electrification of the transport sector. To accelerate NDC implementation, GGGI is executing a project titled “Support for e-mobility Adoption in Jordan Through National Standards Development and Dissemination” This project will contribute to the implementation of the three NDC priority measures for the transport sector by:

1) Developing and adopting electric vehicle (EV) safety and charging national standards.
2) Delivering training and capacity building to key government stakeholders on EV standards; The capacity building program will be divided into international and domestic training; International training will focus on the technical aspects related to development of the standards for 3-4 full days; Domestic training will focus on the application of the standards for 40 hours across two weeks.

 

PROPOSED ACTIVITIES & SCOPE OF WORK:
1) Proposed Activities for the Overall Project
To achieve Objective 2 of the project, GGGI seeks to engage a competent service provider to deliver the international training program focused on technical aspects related to developing EV charging infrastructure and associated safety standards. GGGI plan to have in-person training program outside of Jordan delivered to 8 participants, for a duration of 3-4 days in September 2025. The total duration of the assignment is 4 weeks.

The primary objective of this assessment is to develop and deliver a training program on EV charging standards and safety for selected government officials. The training should enhance the technical capacity of national stakeholders involved in e-mobility, infrastructure development, and standardization, with particular emphasis on international best practices, harmonization with global standards, and application in the Jordanian context.

Important note:
The pre-bid conference for this RFP will be held virtually through MS Teams on Monday 23 June 2025 at 11:00 am Jordan local time/17.00 Hrs Korean Standard Time to address any queries/clarifications relating to the assignment and procurement process.

IMPORTANT TIMELINES:
The tender submission deadline is JULY 14, 2025 16:00 HRS KOREAN STANDARD TIME (KST).

If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 July 14, 2025 KST, then the due date for submission of request for clarification is 16:00 July 7, 2025 KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information.

ONLINE TENDER MANAGEMENT:
Once in the Tender Management Area for the tender, there are five possible tabs: ‘Tender’, `Tender Documents`, ‘Correspondence’, ‘Clarifications’ and ‘History’. Select the 2nd tab (`Tender Documents`) where you will find useful information regarding the RFP. Scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents.
