Eligibility criteria: Eligible consulting firms must be from member countries or territories of the Inter-American Development Bank to qualify for submitting an Expression of Interest. The member countries include, but are not limited to, Argentina, Brazil, Canada, France, Japan, and the United States. Consulting firms should have a minimum of 10 years of experience in public policy development, smart cities, sustainable development, innovation, and impact economy. A demonstrated capability in data analysis and technical drafting is desirable. Joint ventures or consortia comprising eligible firms are allowed to enhance qualifications, designating one firm as the primary contact responsible for communication, portal registration, and document submission. All interested firms must be registered on the BEO Portal with a Business Partner Number by July 1 to participate. Submissions must be made via the Portal in PDF format by July 18, 2025, at 5 p.m. Washington, D.C. time.
