Description : GGGI Cambodia Country Office invites eligible firms and entities to submit their bids for the following scope of work:

PROJECT BACKGROUND:
The Global Green Growth Institute (GGGI) is implementing the “Advancing ASEAN-Korean Cooperation in Integrated Municipal Solid Waste Management (IMSWM) for Environmentally Sustainable Cities” project (AKCF-IMSWM), with financial support from the ASEAN-Korea Cooperation Fund (AKCF). The project aims to:
• Formulate a strengthened and coherent regional framework for IMSWM in ASEAN Member States (AMS);
• Accelerate investment in IMSWM projects by developing a robust pipeline and conducting pre-feasibility studies;
• Establish an online, multi-stakeholder knowledge-sharing and collaboration platform for AMS; and
• Strengthen institutional capacity for IMSWM in the region through targeted knowledge exchange and technology transfer.

This assignment specifically contributes to the second objective—accelerating investments in IMSWM projects. In this context, Cambodia has identified catalytic municipal solid waste management initiatives that may be considered for support under the AKCF-IMSWM project.

The Phnom Penh Transfer Stations and Waste Processing Facility Project (the “Project”) has been shortlisted by the Government of the Kingdom of Cambodia (GKC) as a candidate for further assessment toward a Public-Private Partnerships (PPP) structuring. The Project aims to enhance Phnom Penh’s municipal solid waste (MSW) management system by increasing material recovery, waste processing and increasing the life of landfill through the development of two key infrastructure components:
• Two Transfer Stations at Tamok and Dangkor, along with waste sorting and Material Recovery Facilities (MRFs) with a processing capacity of approximately 2,045 tonnes per day each; and
• An organic waste treatment facility (bio-digestion and/or composting), with a processing capacity of approximately 1,800 tonnes per day, to be co-located with the city’s new regional landfill.

These investments are intended to support the Enterprise for Managing Transfer Stations and Landfills for Solid Waste (EML) in operationalizing critical infrastructure for effective waste management in Cambodia. While PPP delivery is one of potential options, the modality for these facilities has not yet been formally decided.

The new sanitary regional landfill, located approximately 40 km from the capital city center, is scheduled to be commissioned by end of 2025. This presents an urgent and timely opportunity for the government to initiate transaction preparation and engage a private sector partner in parallel. Pre-feasibility studies have already been conducted for the Transfer Stations and MRFs, suggesting potential for PPP structuring. These prior studies will be made available to the selected Consultant to support further analysis and recommendations.

ASSIGNMENT OBJECTIVE:
GGGI seeks to appoint a qualified consulting firm to conduct a pre-feasibility study for the Project. The primary objective of this assignment is to support GKC in assessing the technical, financial, and institutional viability of the Project, including its suitability for potential Public-Private Partnerships (PPP) structuring. The findings will inform future decision-making on appropriate project delivery options and potential next steps for implementation.

The study is expected to provide actionable recommendations to advance the Project toward investment readiness and address the following key questions:
1. What is the most appropriate technology solution for organic waste processing, considering Phnom Penh’s current waste composition and infrastructure context?
2. What is the most suitable infrastructure and operational model for the development and management of transfer and sorting facilities?
3. What is the most viable PPP structure (or alternative delivery model) to enable effective private sector participation while ensuring long-term sustainability and public oversight?
The findings of this study will support government decision-making on preferred delivery approach and guide the design of any subsequent feasibility work or investor engagement, if appropriate.

The tender submission deadline is 1 August 2025, 16:00 pm KST (Korean Standard Time) / 14:00 pm GMT+07.

HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button.
