Description : GGGI Indonesia Country Office is inviting firms and entities to submit their proposals for the following scope of work:

PROJECT BACKGROUND:
Through the Ecosystem-Based Approaches/Nature-Based Solutions for Climate-Smart Livelihoods in Mangrove Landscapes (NASCLIM) project, GGGI supports the Government of Indonesia’s commitment to addressing the rapid deforestation of mangrove forests. The NASCLIM project began in March 2023 and has a maximum duration of five years. Funded by the Government of Canada, NASCLIM has worked with the Peatland and Mangrove Restoration Agency (BRGM) and the Ministry of Forestry to rehabilitate degraded mangrove forests and protect healthy mangrove ecosystems in the Kayan-Sembakung Delta (North Kalimantan) and the Mahakam Delta (East Kalimantan) using ecosystem-based approaches and nature-based solutions. Following recent changes in government, GGGI is currently finalizing a technical agreement for NASCLIM with the Ministry of Forestry.

By restoring natural tidal flows and promoting sustainable fishing and aquaculture, the project will strengthen coastal resilience and empower vulnerable communities, especially women. It also seeks to equip policymakers with tools to drive policy reforms that incentivize long-term mangrove protection and rehabilitation. NASCLIM will serve as a scalable model, inspiring sustainable change in mangrove management across Indonesia and beyond.

One of NASCLIM’s expected outcomes is to inspire behavior change in the replication of sustainable pond management, one that does not obstruct the existing mangrove forests and requires minimal to no planting. Collective mangrove resource management among local coastal communities and local government stakeholders in the two provinces is imperative, and they are not always in an equal relationship. Communication between the two groups is not always facilitated, and misunderstandings often happen, leading to jurisdictional and tenure conflicts at the village level. Knowledge of traditional management practices vs. formal governance approaches should also be assessed in order to establish collaborative management.

On the other hand, representatives of coastal communities do not always have sufficient access to information about climate change and the importance of mangroves as one of the key climate solutions to be able to engage in the decisions that will affect their lives and livelihoods.

Thus, the NASCLIM project seeks to conduct a locally representative assessment of mangrove protection rehabilitation awareness to inform awareness raising and capacity building needs for various stakeholders. The assessment results will be used to develop a communications campaign strategy that aims to increase awareness of mangrove protection and rehabilitation efforts and navigate communication between diverse target groups. There will be parallel surveys for community members and government officials, with questions framed from each perspective to identify misalignments.

OBJECTIVE OF THE ASSIGNMENT:
Thus, GGGI seeks the services of a firm to conduct a local representative survey of mangrove protection and rehabilitation efforts amongst key target groups that make up the population of six villages in North and East Kalimantan, where NASCLIM works. The survey will serve as a baseline for the current understanding of such efforts and will be used to inform future awareness-raising and capacity-building activities, and instill behavior change at the community level.

The survey will also be crucial for identifying gaps and building bridges between local communities, government stakeholders, and policymakers so that all stakeholders achieve collaborative mangrove management. The selected Service Provider shall carry out primary and secondary data collection using qualitative and quantitative methods (including development of data collection tools and sampling methodology) and analyze the data and present the results.

IMPORTANT TIMELINES:
The tender submission deadline is 1 August 2025, 16:00 pm KST (Korean Standard Time) / 15:00 pm WITA.
Note: If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if the request is received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information.

ONLINE TENDER MANAGEMENT:
Once in the Tender Management Area for the tender, there are five possible tabs: ‘Tender’, `Tender Documents`, ‘Correspondence’, ‘Clarifications’ and ‘History’. Select the 2nd tab (`Tender Documents`) where you will find useful information regarding the RFP. Scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents.

OPTING IN & OPTING OUT:
Please note that you may be required to ‘Opt In’ before you can start populating your response. The ‘Opt Out’ functionality will also be available throughout the duration of the tender process. Opting out will give you the option of declaring you no longer want to receive any further communication in relation to this tender along with the opportunity of providing comments and feedback for this decision. You can choose to ‘Opt In’ at any time during the tender process if you initially decided to ‘Opt Out’.

SUBMITTING YOUR RESPONSE VIA THE PORTAL:
Please note that you may be required to ‘Opt In’ to be able to submit a response through the portal. Your proposal will not be submitted until you click `Submit Return`, located towards the bottom of the screen.
