Description : GGGI Philippines Country Office is inviting eligible firms/entities to submit their proposals for the following scope of work:

PROJECT BACKGROUND:
There is growing evidence that the present trend of increasing methane emissions, if left unabated, would negate the progress being made on reducing CO2 emissions. In ASEAN, the dominant source of methane is the agricultural sector (44%), followed by waste (30%), fugitive emissions (12%), land-use change and forestry (8%), and other fuel combustion (6%). According to the ASEAN Centre for Energy, current challenges in ASEAN with respect to methane action include: (i) lack of a sound policy framework, (ii) low availability of equipment and trained personnel to track and measure methane emissions, (iii) lack of incentive measures, (iv) high costs and low returns, and (v) the scarcity of knowledge transfer and capacity building.

To address these issues, the ASEAN-Korea Cooperation for Methane Mitigation (AKCMM) project, funded by the ASEAN-Korea Cooperation Fund (AKCF) was launched. It is a three-year, USD 20 million initiative which focuses on delivering four outputs: 1) developing enabling policies and institutions; 2) improving the measurement of methane emissions; 3) designing, financing, and implementing methane reduction projects; and 4) promoting regional dialogue and partnerships.

In the Philippines, GGGI has partnered with the Department of Environment and Natural Resources (DENR), Climate Change Commission (CCC), Department of Agriculture (DA), Department of Energy (DOE), and Department of Science and Technology (DOST) to implement the AKCMM project. These agencies comprise the core members of the Philippine Methane Reduction Committee (MRC), which will lead the overall project direction, management, and supervision, with GGGI Philippines as its Secretariat.

OBJECTIVE OF THE ASSIGNMENT:
GGGI seeks to engage a competent consulting firm to implement a “Gaps and Needs Analysis of Methane Emission Measurement, Reporting, and Verification (MRV) in the Philippines” to support the AKCMM project activities.

The activity aims to deliver the following:
1. Identify gaps in the current methane emissions inventory. Describe the existing methane emissions MRV in the Philippines and identify its gaps and weaknesses using the globally standardized framework for reporting national greenhouse gas (GHG) inventories.

2. Identify the needs to address the gaps and weaknesses. Formulate strategies and create action plans to improve the Methane Emissions Inventory of the Philippines.

The activities shall be conducted in the Philippines primarily in the National Capital Region (NCR), and the Consultant shall ensure that its experts and personnel can coordinate on-site with the GGGI project team, MRC, concerned government agencies, private institutions, research organizations, NGOs, and other stakeholders.

PROPOSED ACTIVITIES:
The selected Consultant shall complete the following specific activities including, but not limited to, the following:
A. Summarize the IPCC Guidelines for National Greenhouse Gas Inventories concerning methane emissions.
B. Country Profile Analysis
C. Review of existing methane emissions MRV
D. Identify the gaps for improved methane emissions MRV.
E. Formulate strategies and create action plans for improved methane emission MRV in priority sectors.

IMPORTANT TIMELINES:
The tender submission deadline is 1 August 2025, 16:00 Hrs KST (Korean Standard Time) / 15:00 Hrs PST.
If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal.
