Description : GGGI Indonesia Country Office is inviting eligible consulting firms and service providers to submit their proposals for the following scope of work under the RE-ACT project:

PROJECT BACKGROUND:
As part of the Indonesia country program, GGGI is implementing the “Renewable Energy–Accelerated Transition” (RE-ACT) which offers technical assistance to Indonesia to achieve its renewable energy and net zero emission targets. The RE-ACT is led by the Directorate for Various New and Renewable Energy/Direktorat Aneka Energi (DAE) at the Directorate General for New Energy, Renewable Energy and Energy Conservation/Energi Baru, Terbarukan, dan Konservasi Energi (DG EBTKE), Ministry of Energy and Mineral Resources (MEMR), as the executing government agency. The Ministry of National Development Planning (BAPPENAS) is the co-chair of the RE-ACT project. RE-ACT is based on the hypothesis that there is very significant potential in renewable energy investments in Indonesia, which are currently held back by policy barriers and a lack of proven investment models for private investors. With funding from the Government of New Zealand, RE-ACT started in October 2021 and has a duration of 5 years. RE-ACT recognizes the importance of addressing policy hurdles and fostering an enabling policy environment, to effectively stimulate private investment in renewable energy, one that not only supports the country’s NDC commitments but also integrates renewable energy as a key pillar of national energy security, reinforcing long-term resilience and independence.

Indonesia’s reliance on fossil fuels poses risks to the environment and long-term energy supply. To ensure energy security, accelerating the transition to renewable energy is essential. This requires a strong policy framework that aligns with national goals, helps track progress, manage risks, and supports sustainable energy development.
The Government of Indonesia has prioritized energy security in its National Long-Term Development Plan (RPJP) 2025–2045, aiming to raise the Energy Security Index from 6.77 in 2025 to 8.24 by 2045. While the current index is based on four principles—Availability, Affordability, Accessibility, and Acceptability—it does not yet include energy transition indicators. These are urgently needed to monitor renewable energy progress, identify gaps, and guide effective policy-making.
In addition, the National Energy Security Index, outlined previously, has not been able to present a comprehensive overview of regional energy security, as it largely overlooks the region’s geographical characteristics, varying needs, available resources, challenges, and different energy outlooks planned through the Regional General Energy Plan (RUED) . To monitor energy security across region using a “one-size-fits-all" approach is inadequate, as it cannot truly reflect the diverse conditions in different regions, leading to a misrepresentation of the energy security status. A lack of regional specificality may result in policies that are misaligned with local needs and priorities. This can potentially exacerbate disparities across regions.
Based on the above background, the current National Energy Security Index lacks both integration with energy transition dimensions and regional sensitivity. While it provides a nation-wide landscape, it does not account for the important use of clean energy as a basis for ensuring energy security and different contexts in regions.
Recognizing the importance of energy transition in strengthening national energy security, GGGI supports the inclusion of Energy Transition Indicators (ETIs) in Indonesia’s National Energy Security Index. These indicators, previously not included, will help track the country’s progress in achieving a more secure and sustainable energy system.
GGGI will assist by developing a method to set baseline measurements for the ETIs and testing their use in different regional contexts. The pilot will also assess how the indicators impact regional energy security, the environment, and socio-economic conditions. By integrating ETIs, national and regional planners will be better equipped to monitor renewable energy development and design targeted, effective interventions.
Moreover, to address sensitivity of regions characteristics, The National Energy Security Council (DEN) acknowledges the importance of developing robust indicators to evaluate regional progress in attaining, sustaining, and enhancing the country’s energy security. In this regard, the Regional Energy Security Index (RESI) plays a vital role in providing a comprehensive assessment of energy conditions across different regions of the country. Specifically, developing the Regional Energy Security Index covers 1) Classifying areas by characteristics that will enable a more precise and relevant framework for measuring energy security based on local conditions, 2) Identifying regional energy security indicators including the integrated ETIs, 3) Identifying baseline in driving energy policy towards a sustainable and resilient energy system, and 4) Awareness-building to ensure regional government’s capacity in adopting Regional Energy Security Index (RESI) as a basis for policy planning and support towards energy transition. To support the formulation of the Regional Energy Security Index, DEN has categorized Indonesia’s provinces into seven regional clusters. These clusters are grouped based on geographical location, natural resources, infrastructure, socio-economic conditions, energy demand, and relevant regional regulations. This integrated approach will help align energy transition plans with regional priorities,
GGGI’s study will develop Energy Transition Indicators by creating a methodology, measuring baselines, and testing them in a pilot area. It also aims to strengthen government capacity to design evidence-based policies that support energy transition and national energy security.
This effort will help Indonesia build a more resilient, low-carbon energy system aligned with national priorities. The scope of work includes:

Integration of energy transition into the Regional Energy Security Index Indicators
Identify energy transition components and/or indicators that can be integrated into regional energy security indicators.
Evaluate the interoperability of energy transition indicators with national and regional policies (KEN, RUEN, RUKN, RUED).
Assess the feasibility of applying energy transition indicators in regions depending on their characteristics
Review international best-practices related to the application of energy transition indicators in the Energy Security Index.
Provide the most relevant recommendations on international best-practice tailored to each set of characteristics.
Risk and impact assessment analysis
Evaluate the risks and impacts of integrating energy transition indicators to regional energy security index towards region’s energy security
Conduct environmental and socio-economic impact analysis from the implementation of energy security indicators at the regional level
Organize selected regions and conduct data collection method for selected regions
Conduct an analysis to identify suitable regions for data validation, risk assessment, and integration, which will serve as the foundation for designing data collection methods and testing Energy Transition Indicators within the RESI framework.
Develop the ToR including structure, agenda, and format for the Focus Group Discussions (FGDs), which will include:
Validation of collected data and presentation of preliminary indicators
Presentation of finalized indicators and risk assessment analysis findings
Conduct data collection activities that include:
2 FGD sessions
Series of interviews if needed
Identify and recommend appropriate stakeholders to be invited to both FGD sessions
Act as the principal facilitator and resource person for the FGDs
Provide comprehensive FGD reports

OBJECTIVE OF THE ASSIGNMENT:
GGGI is seeking to engage the services of a consutlting firm possessing technical, analytical, and policy development and analysis skills including expertise in modelling and forecasting energy trends, knowledge of national and regional policies, as well as familiarity with international best practices. The Consultant Firm shall play a pivotal role in conducting the assessment and delivering the study.
