Eligibility criteria: Eligible consulting firms must originate from one of the IDB member countries or territories, which include countries such as Germany, Argentina, Chile, the United States, and Uruguay, among others. The eligible territories include French departments like Guadalupe and US territories like Puerto Rico. Consulting firms are encouraged to form consortiums or joint ventures (JVs) to enhance their qualifications, with one firm designated as the main point of contact. All firms must be registered on the IDB Procurement Portal and include a Business Partner Number in their profile for participation. Moreover, consulting firms should possess expertise in developing, implementing, and measuring operational performance indicators in public transportation, with the ability to conduct benchmarking, manage complaints, and analyze user perceptions. Core team members must hold relevant professional qualifications and have at least 5-10 years of experience in public transportation planning and operations. The estimated budget for this consultancy is USD 140,000, with a 15-month timeline for the project, beginning from the signature date of the contract.
