Description

The primary objective of this assignment is to develop and implement the Change Management Action Plan for the Vital Statistics Unit (VSU) to improve the adoption of the online Civil Registry and Vital Statistics System (CRVS) and to improve delivery of services to citizens.

 

The Scope of Services includes the development and implementation of a comprehensive Change Management Action Plan to support the Vital Statistics Unit's digital transformation and facilitate the adoption of the online Civil Registry and Vital Statistics System.

 

The consultancy will be executed in two distinct phases:

§  Phase 1 will focus on intensive implementation of change management activities to support the adoption of the CRVS.

§  Phase 2 will provide quarterly check-ins to assess progress, address emerging needs, and reinforce change through targeted interventions.

 

The Ministry of Finance now invites eligible consulting firms to express interest in providing these services. The required Expression of Interest (EOI) template is available online at: https://procurement.gov.bz/opportunities/. Interested firms must submit information demonstrating that they possess the necessary qualifications and relevant experience to perform the Services.

 

·       General Experience in the Field of the assignment - Having experience in Change management, Organizational development, Institutional strengthening, Performance improvement, Human resource or cultural transformation initiatives or similar.

·       Specific Experience

o   Having experience in completing a minimum of four (4) projects Design or implementation of Change Management Strategies or Action Plans (please cite change management framework utilized in each of these projects).

o   Having experience completing a minimum of two (2) projects in Support for digital transformation, digital service delivery, or adoption of information systems.

o   Having experience completing a minimum of two (2) Capacity building/ training programs in Digital skills, Leadership development, Performance management, Customer service improvement or similar.

o   Experience successfully conducting Change Management Strategies or Action plans or similar projects/activities in Belize, the Caribbean or Central American Region (Latin America and the Caribbean, Small Island states) is considered an asset.

 

The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria.  Key Experts will not be evaluated at the shortlisting stage.

 

From the expressions of interest received, the Executing Agency will prepare a short list comprising not fewer than five (5) and no more than eight (8) eligible firms.

 

Consultants will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method, set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15, as well as the procurement policies and best practices of the Government of Belize.  The selection process is open to all eligible bidders as defined by the referenced policies.

 

Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. For the purpose of establishing the shortlist, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.

 

The Government of Belize reserves the right to cancel this invitation, in whole or in part, without assigning any reason. It is under no obligation to shortlist any applicant and will not be liable for any costs incurred by applicants in the preparation and submission of their Expression of Interests.

 

Expression of Interest should be submitted, in English, using the required EOI submission template, electronically to procurement@ceu.mof.gov.bz clearly indicating “Consultancy service for Change Management Strategy and Action Plan for the Vital Statistics Unit – BL-L1039”- Name of Firm.

 

Package should be submitted before or on May 26, 2026, by 10:00 a.m. (Local Belize Time).

 

Expression of Interest’s that do not comply with the submission guidelines may be rejected.
