Title: Independent Evaluation of DFID Ethiopia’s “Land Investment for Transformation Programme”

Description

DFID Ethiopia wishes to commission an evaluation team (“EETSP”) to refine the design and implement the independent evaluation component of its “Land Investment for Transformation Programme” (LIFT). LIFT aims to raise incomes and stimulate economic growth through sustainable land governance and better working rural land market systems, which will be implemented by an Implementing Technical Service Provider (“ITSP”). The programme has four key output/results areas: a) Implementation of a comprehensive second-stage land titling and certification. This will involve improvement of records and addition of maps of titled land area; b) Development of an underpinning land administration system and capacity, including arbitration and enforcement; c) Supporting the development of the rural land sector with a complementary component using the “Making Markets Work for the Poor” approach d) Generation of evidence and lessons about land certification and administration, as well as land use and marketing There will be an inception phase of around 3-5 months, and implementation phase of up to 64 months while the programme runs live and another few months to conduct impact evaluation after 5 years of the programme completion. The team is expected to be ready to mobilise by beginning of November 2014. There may be the possibility of a contract extension of up to 12 months while the programme is running, which will be subject to the main programme delivery and satisfactory performance. Formation of consortia is encouraged where necessary to meet the range of requirements, including blending “academic-type” research and evaluation with “policy-type” (especially M4P) programme and strategy analysis. For NGOs applying, the new Ethiopian legislation governing Civil Society Organisations needs to be considered.
