2.5 Detailed task description

The overall objective / impact of the program is to enable smallholder farm families to improve their livelihoods and resilience to climate change and disaster risks, and promote sustainable water governance in the Goascorán watershed.
Outcomes/specific objectives: Considering the impact factors described, the program will be oriented towards two main complementary outcomes by means of corresponding components:
Outcome 1: Farm families and community organizations have adopted and implemented Climate Change Adaptation and Disaster Risk Reduction technologies and works with mechanisms for sustainability.
Outcome 2: Micro-watershed councils operate in an organized way and stimulate integral sustainable development in coordination with the Goascorán Watershed Council and municipal governments.

The impact hypothesis is that, in the Goascorán watershed, the program enhances local capacities and strengthens dialogue and mechanisms for participatory community action, especially in optimizing land and water use by means of sustainable technologies and agroforestry systems; additionally, it is expected that municipal management will support community actions and select public investments using risk management criteria. Sustainable water, forest and agricultural practices will reduce the negative effects of climate change on the farms, the municipalities, and the most critical micro-watersheds in the watershed

Better community organization and capacity development will lead to the following outcomes: i. reduced loss of crops and livelihoods. ii. Reduced water scarcity. iii. Greater response capacity (resilience) to damages caused by natural disasters, ensuring more stable incomes and new living conditions for vulnerable populations. Sustainability will be based on actions aimed at creating more spaces for participation and decision-making by women and youth. The policy of inter-institutional coordination and collaboration will ensure that the lessons learned in the program contribute to the interchange of knowledge and the development and application of national policies, creating in Honduras a replicable example of implementation of the National Climate Change Policy and the State Policy for Integral Risk Management.

The contracting authority awards public contracts for services provided in Switzerland only to bidders who ensure compliance with the health and safety regulations and employment conditions for employees, as well as equal pay for women and men.
If the service is provided abroad, the bidder must ensure at least compliance with the International Labour Organization’s fundamental conventions in accordance with Annex 2a PPO.
These principles shall be deemed accepted by the Contractor on submission of the offer.
