Environmental and Social Impact Plan implementation Advisory
Mutunguru Hydropower Project is a 7.8Mw runoff the river community owned grid connected hydro project on the Mutonga River in Meru County. The project developer. Mutunguru Hydroelectric Company Limited (MHCL), has received a Grant from the Sustainable Energy Fund for Africa (SEFA) to support the Project’s Technical Assistance to procure professional services in Legal and Financial Advisory consultancy.
The principal objective of this grant is to procure consultancy services to ensure the project achieves a bankable business case and catalyse the commitment of financial partners for the development. This will engender sustainable implementation of a 7.8MW run-off-the-river Small Hydro Power Project in Kenya as a strategy to engender scalability and replicability.
The consultancy will seek to procure professional firms to offer Environmental and Social Impact Plan implementation services to the project:
The Consultancy services under this component will include:
* Development of Environmental & Social Impact Management and implementation Strategy
* Development of catchment Conservation Plan;
* Providing policy framework to enable the project achieve sustainable environmental and social impact monitoring, verification and reporting;
* Develop a water catchment area and river basin conservation framework and implementation plan;
* Conduct environmental conservation and Implementation Trainers of Trainers training for Water Resource * Users Association (WRUA) and Community Forest Association (CFA)
The implementation period of this consultancy is twelve (12) months.
MHCL invites eligible consultancy firms to express their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy Framework for Bank Group Funded Operations, approved October 2015, which is available on the Bank’s website at http://www.afdb.org.

Expressions of interest must be delivered to the address below by Monday 9th January 2017, 17:00 hrs East African Time. All EOIs should be marked “Expression of interest for ESIA Advisory”.
