Services for Supervision of Works for Installation and Commissioning of Equipment and Systems for NLDQC Clean Rooms.
The Royal Government of Cambodia has received a credit from the International Development Association (IDA) in the amount of US$30 million, together with grants of US$50 million from the U.K. Department for International Development (DFID), $30 million from the Australian Agency for International Development (AusAid), and additional funding from Agence Française de Développement (AFD), Belgian Technical Corporation (BTC), U.N. Children's Fund (UNICEF), and the U.N. Population Fund (UNFPA). This funding, along with counterpart funds from the Royal Government of Cambodia, will finance the Second Health Sector Support Program (HSSP2) from 2009-13 and subsequently extended to December 2015, and is currently being implemented under the overall responsibility of the Ministry of Health (MoH) of the Royal Government of Cambodia.
The Ministry of Health now invites eligible and qualified agencies ("Consultant") to indicate their interest in providing the required Services. Interested Consultants should provide information demonstrating that they have the required essential qualifications and relevant experience to perform the Services.
Assignment Objectives
The principal objective of this assignment is to ensure the Technical Quality and Timeliness of the works related to installation and commissioning of equipment and systems for the Clean Rooms of the NLDQC Building.
Qualification of Supervision Firm and Proposed Supervision Staff
*The Consultant firm should have at least 5 years experiences in conducting similar MVAC/MEP works design and/or supervision in Cambodia or other developing countries in the region.
*Experience in MVAC/MEP Works for Clean Rooms is highly desirable
*Past performance record of the firm may be subject to confirmation from the client's concerned.
*Proposed Team Leader is expected to have at least 10 years experience in similar supervision work related to MVAC/MEP
*Proposed MVAC/MEP supervisor is expected to have at least 5 years experience in similar supervision work related MVAC/MEP
Overall Scope of Work
*Monitor and supervise construction and installation works undertaken by contractor, ensuring (a) quality of construction / installation works (b) adherence to specification; and (c) timely completion of works
*Interface and manage with all aspect of construction and installation works
*Administer the contract for the construction/installation service and be responsible for efficient implementation of construction/installation through careful monitoring of contractor performance.
*Certify contractor's invoices for work carried out by the contractor.
*Certify proper commissioning of the systems and their performance as per the specifications.
The services will be carried out through deputation of a site supervisor (MVAC/MEP supervisor), and a technical Team Leader under the responsibility of the Consultant firm. Technical assistance, if required, is expected to be provided by the MVAC/MEP design firm or the design specialists who were responsible for designing and developing the specifications and BoQ for the installation Works.
Time Frame for the assignment
The timeline for this assignment is expected to last for around 6 calendar months. During this overall period all required works will be executed either simultaneously or depending on individual construction schedules planned within the overall period of 6 months.

A Consultant Firm will be selected through the Selection based on Consultant's Qualification (CQS) method as set out in the World Bank's Guideline Selection and Employment of Consultants by World Bank Borrowers, Revised version October 2006, and as specified under the laws and regulations governing public procurement within the Kingdom of Cambodia in accordance with the Procurement Manual for Externally Financed Project/Programs in Cambodia, Revised May 2012
Interested consultants must submit their Expression of Interest including the following:
(1) The Consultant's general credentials including information indicating that they are qualified to perform the services (brochures, description of similar assignments, availability of appropriate skills among staff).
(2) A short note (maximum 2 to 3 pages) on the proposed approach and methodology in executing the assignment
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers May 2004 and revised October 2006 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. It is the responsibility of the Consultant to highlight any potential conflict of interest situation either in relation to the Consultant Firm, its Sub-Consultant/s or personnel.
Expression of Interest (EoI) must be submitted to the above referred address latest by 12 November 2014. Electronic Submissions of EoI through Email are acceptable.
