TA 48484-001 TUV: Outer Island Maritime Infrastructure Project - Project Preparatory Consulting Team - Engineering, Financial, Economic Assessment, Environment and Climate Change

The project preparatory technical assistance (PPTA) is required to prepare a project for Tuvalu to 
improve its outer island maritime infrastructure and enhance capacity of relevant government 
agencies. The ensuing investment project will have two main outputs: (i) Output 1 to improve and 
rehabilitate maritime infrastructure in the outer islands and (ii) Output 2 to improve capacity of 
the outer island communities and the Department of Marine and Port Services of Ministry of 
Communication and Transport (MCT) to operate and maintain facilities. 

The PPTA consultant is required to (i) analyze the current conditions of transport sector to ensure 
complementarity and synergy of overall investments in Tuvalu (ii) conduct feasibility study and 
develop basic design of facilities of the project, (iii) conduct the due diligence required by ADB’
s policies and guidelines, (iv) undertake least-cost analyses of alternative options for both the 
construction and post-construction phase (v) facilitate stakeholder consultation to build consensus 
amongst the government and relevant stakeholders including ADB on the investment plan, (vi) 
assessing capacity of the government, (vii) familiarizing the government officials with ADB 
policies and procedures on safeguards, procurement, financial management, audit and administrative 
requirements in preparation for project processing and implementation. 
 
Detailed works for maritime infrastructure will include (i) feasibility study and basic design of 
maritime infrastructure in Nanumage, Niutao, Nui, and Nukulaelae, and (ii) investigation on the 
need of re-dredging of channels in Niutao, Nui, Nukulaelae, Namumea, and Nukufetau, and (iii) a 
study on the improvement of Nanumaga channel.      

Expressing an interest or undertaking of this assignment 
will not restrict a consultant from expressing an interest 
or undertaking the assignment of the project design 
consultant for the same project (CMS No. 121669), for which 
a consultant is under recruitment concurrently. 

Terms of reference may be updated in the request for 
proposal.

A consultant is permitted to provide expressions of 
interest for both packages (the project preparatory 
consultant [CMS 121637] and the project design consultant 
[CMS 121669] for the project). A consultant may be awarded 
with the both packages. Seamless and efficient project 
preparation is being sought.
