The Republic of Serbia has received financing from the World Bank toward the cost of the Road Rehabilitation and Safety Project (the Project) and intends to apply part of the proceeds for the consulting services

The objective of the consulting services ("the Services) is preparation of the technical documents in form of main design for heavy maintenance (road rehabilitation-upgrading) of the state roads IB 14 and IB 33, Section: Border of APV (Kovin) – Ralja – Pozarevac (Orljevo), L=32.680 km which would result in: an increase of usability, safety, value and durability of road. The design will be required to consider the requirements of local community (social aspect) and shall be in full compliance with the requirements of the Resettlement Policy Framework and the Environmental Management Framework, which have been previously developed for the project.

The requirements for the services are fully identified in the Term of Reference, which will be provided to short-listed firms, but will in general include all activities for preparation of main design including provision of documents, data, evidences, investigations, surveys, etc. in accordance with road rehabilitation requirements (geometry, pavement, structures, drainage, road safety, road furniture etc.) and regulations of the Republic of Serbia. Deliverables under the Services will include, but not be limited to, provision of the design drawings, Bills of Quantity, Technical Specifications, EMP, RAP.

Planned duration of the Services is 9 months.

The Public Enterprise "Roads of Serbia (the Client) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: company profile, adequacy for the assignment and experience in performance of services of similar nature and under similar conditions (relevant references).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Neither consultants (including their personnel and sub-consultants), nor any affiliate that directly or indirectly controls, is controlled by, or is under common control with that firm, shall be hired for any assignment that, by its nature, may be in conflict with another assignment of the consultants.

Therefore, please pay attention to the fact that the assignments resulting from the Services subject to procurement would be in direct conflict of interest with obligations and activities related to the following services:

*Technical control of main designs for heavy road maintenance (road rehabilitation-upgrading) for the sections from the second year of Project implementation;

*Road safety audit of main designs for heavy road maintenance (road rehabilitation-upgrading) for the sections from the second year of Project implementation;

*Supervision of Rehabilitation Works including Environmental and Social Safeguard Monitoring on EBRD sections under RRSP.

Additionally, due to nature and contents of the Project, the subject Services are also in conflict with the following consulting services for which the procurement process has started or will be started in the forthcoming period:

*Project Performance Monitoring.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection) method set out in the Consultant Guidelines.
