GUYANA POWER & LIGHT INC.

CONSTRUCTION OF 11 MW ±5% POWER GENERATION PLANT (HFO FIRED ENGINE GENERATING SETS)

1.01 The Board of Guyana Power & Light Inc. (“Board”) has allocated funding for the construction of an 11 MW ±5% HFO Fueled Power Plant at Anna Regina, Essequibo Coast (Project).

2.01 Guyana Power & Light Inc. (GPL) now invites sealed bids from eligible bidders for Engineering, Design, Manufacturing, Inspection, Supply, Installation, Testing & Commissioning, Operation & Maintenance of the 11 MW ±5% HFO Fueled Power Plant at Anna Regina, Essequibo Coast, Region Two, Guyana. The site is contiguous to the existing power plant and owned by Guyana Power and Light Inc.

3.01 The EPC Contractor will be selected through an International Competitive Bidding (ICB) process from eligible bidders. Bidders shall submit their Technical and Financial bid in a single sealed envelope marked “Anna Regina 11MW HFO Fueled Power Generation Plant, GPL-PI-043-2016” on the top left hand corner.

4.01 The Projects Management Department serves as the implementation agency for this project. 5.01 A complete set of bidding documents in English may be uplifted from the Procurement & Inventory Manager, Guyana Power & Light Inc. 40 Main Street, Georgetown, (Tel: 592-226-9598; Fax: 592-227-2180; Email: cholder@gplinc.com ) during normal working hours from Wednesday June 15th, 2016 for a non-refundable fee of $100USD (GUY$20,700) payable in cash or wire transfer. Upon registration on GPL’s website at www.gplinc.com and agreement to pay the non-refundable fee, bidders will be directed to a portal on GPL’s website at www.gplinc.com where they may download the tender documents and access any addenda. The non-refundable fee shall be received by GPL by the date of the pre-bid meeting. Failure to pay the non-refundable fee may result in the bid being deemed non-responsive.

6.01 Bidders must attend a mandatory pre-bid meeting to be held over two (2) days on Wednesday July 13th 2016 and Thursday July 14th 2016. Day one of the pre-bid meeting will be held from 13:30 hours at the Board Room, Guyana Power & Light Inc., 91 Duke Street, Kingston, Georgetown, Guyana. Day two will be held at the site, Anna Regina, Essequibo Coast. This will require travelling from 03:00 hours to catch the ferry.

7.01 Bidders must register their intention to bid via e-mail to lcadogan@gplinc.com by 4:00pm (Local Time) on Monday July 11th 2016. Bidders should state the names of persons who will be attending the pre-bid meeting.

8.01 A bid Security of 2% of the tendered amount must be submitted along with the bid.

9.01 Bids must be placed in sealed envelopes/boxes and addressed to: The Secretary, Tender Board, Guyana Power & Light Inc., 91 Duke Street, Kingston, Georgetown and deposited in the Tender Box before 13:00 hours on Tuesday 20th September, 2016,.

10.01 Late Bids shall be rejected and returned to bidders unopened. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at 13:30 hours on the closing date in GPL’S Board Room, 91 Duke Street, Kingston. All Bids must be accompanied by valid GRA and NIS Compliance Certificates for Bidders who previously operated in Guyana.

11.01 The Guyana Power & Light Inc. reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder (s) any bid.
