Objective and Purpose of the Assignment

   

The Government of Georgia through its agency, Roads Department of Georgia thus requires consultancy services to carry out three main activities: 1) Activity 1: This activity will consist of two parts: (i) Alternative Alignment Analysis and Feasibility Study of (a) the Natakhtari-Rustavi section of the E60, includingdeveloping alternatives for the section between Natakhtari and the existing Tbilisi bypass connecting to Rustavi; and (b)the section between Natakhtari and Jinvali including the proposed Natakhtari Interchange; and (ii) a rehabilitation plan for the existing Tbilisi Bypass from the end of the new alignment defined in (i) above to Rustavi, which includes several locations where difficult geotechnical conditions require specialised investigation and complex rehabilitation and preventative measures. This Activity will terminate with a decision based on the feasibility study as to which if any of the alignments is feasible, and should proceed to Activity 2 which will be subject to additional notice to proceed. 2) Activity 2: Detailed engineering Design of Natakhtari-Rustavi and Natakhtari-Jinvali Sections, including the interchange at Natakhtari. 3) Activity 3: Value for Money Analysis and development of an optimal financing strategy for each of the road sections studied, including tolling of the Natakhtari-Rustavi section.
