Description

Open Procedure: Short Term Consultancy on formulation of Thematic Pillar 2: Promoting Economic Development, Palestine Country Programme - Palestine

21.06.2016  08:55
Deadline for Proposals: 6 July, 2016, at 08:00 AM, Danish time

Decription:
The aim of Thematic Pillar 2 'Promoting Economic Development' of Danida's Palestine Country Programme is to enhance agricultural production and access to local and external markets by adopting a value-chain approach, with the long-term aim to support growth of viable agro-businesses.  The engagement contains new Danish funding for an FAO implemented programme and will reach out to farmers, farmers’ cooperatives, SMEs and other private sector actors in the agricultural sector based on previous, successful experiences – and will be complemented by an expansion of the ongoing Danish programme with Oxfam, which focuses primarily on dairy production.

The objective of the assignment is to assist the process of approval of the Danish Country Programme by the External Grants Committee in the Danish Ministry of Foreign Affairs through the review of programme documents of Thematic Pillar 2 'Promoting Economic Development'.

The output of the short term adviser’s assignment is to finalise the preparation of Thematic Pillar 2 'Promoting Economic Development' and prepare the Country Programme Document and Development Engagements (DEDs) for the FAO-managed programme on “Enhancing sustainable growth through agricultural value chain development” to be funded jointly with several other donors, and the Oxfam-managed “Integrated Market Development Programme” expected to be jointly funded with two other donors, as per the guidance in a recent appraisal report and guidance from DRO, ensuring complementarity and to the extent possible, synergies between the two interventions.

Contract will cover a total of up to 15 working days during the period mid-July to mid-August, 2016. Budget not exceeding 180,000 DKK.

Deadline for Proposals: 6 July, 2016, at 08:00 AM, Danish time

Locations

Palestine / West Bank & Gaza

Infrastructure development in Palestine focuses on essential services such as electricity, water supply, transport networks, and healthcare facilities. Progress is heavily influenced by political instability, movement restrictions, and limited fiscal autonomy. Funding largely depends on international donors, humanitarian agencies, and development banks rather than domestic revenue. Long-term infrastructure planning is constrained by governance fragmentation, access limitations, and recurring conflict-related damage.
