  1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDB online) No. 760 of 17 September, 2009 and on the African Development Bank’s Internet Website (www.afdb.org).
  2. The Federal Republic of Nigeria has received a loan from the African Development Fund in various currencies towards the cost of Urban Water Supply and Sanitation Improvement Project in Oyo and Taraba States.  It is intended that part of the proceeds of this loan/financing will be applied to eligible payments under the contract for Supply of Domestic and Commercial Water Meters
  3. The Water Corporation of Oyo State now invites sealed Bids from eligible Bidders for the supply of Supply of Domestic and Commercial Water Meters (hereinafter called “the Goods”). International Competitive Bidding will be conducted in accordance with the Bank's Rules and Procedures for Procurement of Goods and Works. The Scope of the supply is as follows:

All the items are to be delivered at the address stated below.Interested eligible bidders may obtain further information from and inspect the bidding documents at the office address below during office hours (8:00 AM – 4:00PM) on week days only.

  1. A complete set of Bidding Documents may be purchased by interested bidders upon the submission of a written application to the undersigned, and upon payment of a non-refundable fee of USD 100 or N30,000.00 or its equivalent in a freely convertible currency. The method of payment will be in form of a Bank Draft, made out in favour of Urban Water Supply and Sanitation Improvement Project in Oyo State.
  2. The provisions in the Instructions to Bidders and in the General Conditions are those of the Bank’s Standard Bidding Document for Procurement of Goods.
  3. Bids must be delivered to the office below on or before 12:00 noon Nigerian time on 27 February, 2017 and must be accompanied by a security of USD 10,000.00 or NGN 3,000,000.00 or in equivalent amount of any freely convertible currency.
  4. Bids shall remain valid for 90 days after the deadline for bid submission prescribed above.
  5. Bids will be opened in the presence of bidders’ representatives who choose to attend at 12:30 pm Nigerian time on 27 February, 2017, at the Board Room, Water Corporation of Oyo State, State Secretariat, Ibadan, Nigeria.

About the Funding Agency

The African Development Bank is a regional multilateral development finance institution, established in 1963, with a mandate to further economic development and social progress of African countries, individually and collectively. 80 member countries including all the 54 African countries and 26 non-African countries in the Americas, Europe and Asia own the Bank. 

The Bank's principal functions include:
  1. using its resources for the financing of investment projects and programs relating to the economic and social development of its Regional Member Countries (RMCs);
  2. the provision of technical assistance for the preparation and execution of development projects and programs;
