Assignment Title:

1. Conducting (i) audit of the financial statements; (ii) procurement post review and (iii) review of internal control framework, the operational processes and procedures followed under "Second On-farm Irrigation Project, Additional Financing" (Credit #4982-KG, Grant #H718-KG) for 2016 financial year (from January 1, 2016 to December 31, 2016) and grace period (from January 1, 2017 to April 30, 2017)

2. Conducting (i) the audit of financial statements; and (ii) procurement post review on "National Water Resources Management Project Phase-1" (Grant #TF-16315) for 2016 financial year (from January 1, 2016 to December 31, 2016)

The Government of the Kyrgyz Republic has received financing from the World Bank toward the cost of the "Second On-farm Irrigation Project, Additional Financing" (OIP-2AF, Credit #4982-KG, Grant #H718-KG) and "National Water Resources Management Project Phase-1" (NWRMP-1 Grant #TF-16315), and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include audit of the project financial statement (PFS) and procurement post review is to enable the auditor to express a professional opinion on the project's financial position as at the end of January 1, 2016 to December 31, 2016 (OIP-2AF, Credit #4982-KG, Grant #H718-KG) from January 1, 2016 to December 31, 2016 (NWRMP-1 Grant #TF-16315) and of the income and expenditure for the accounting period ending on that date. The project books of account provide the basis for preparation of the financial statements and are established to reflect the financial transactions in respect of the project.

The Project Implementation Unit under the Department of Water Resources and Land Improvement of the Kyrgyz Republic now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a. Overall experience of the firm (7 years) in the field of assignment; 

b. At least three similar assignment- completed during last five years; 

c. Should be on the list of World Bank – ECA – List of Eligible Audit Firms.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment:

Relationship with Borrower's staff: Consultants (including their personnel and sub-consultants) that have a business or family relationship with a member of the Borrower's staff (or of the project implementing agency's staff, or of a beneficiary of the loan) who are directly or indirectly involved in any part of: (i) the preparation of the TOR of the contract, (ii) the selection process for such contract, or (iii) supervision of such contract may not be awarded a contract, unless the conflict stemming from this relationship has been resolved in a manner acceptable to the Bank throughout the selection process and the execution of the contract."

Consultants may associate with other firms from the list of World Bank – ECA – List of Eligible Audit Firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Least Cost Selection method set out in the Consultant Guidelines.
