ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR DETAILED DESIGN AND CONSTRUCTION SUPERVISION AND VERIFICATION OF HOUSEHOLD SANITATION FACILITIES IN LUSAKA

The Lusaka Water and Sewerage Company Limited (LWSC) has received financing from the World Bank towards the cost of the Lusaka Sanitation Program, and intends to apply part of the proceeds for consulting services.

The services included under this project are: Consultancy Services for Detailed Design and Construction Supervision and Verification of Household Sanitation Facilities in Lusaka. The Objective of this assignment is to conduct detailed designs for the various sanitation technical options that will be implemented in the low income areas of Kanyama and Chawama townships, and supervise and verify the construction of the resulting works.

The total duration of the assignment is estimated at 48 months split into two phases (inclusive of a 12 months defects liability period).

The Lusaka Water and Sewerage Company Limited now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:

  1. experience in carrying out similar assignments,
  2. core business of the firm being in proposed area of the assignment,
  3. experience in similar conditions or sub Saharan Africa region, and
  4. experience and qualification of the firm’s directors and / or firms principals and not key staff who may be presumed relevant to carry out the assignment as these are not required at this stage. Specific key staff requirements will be considered in the next stage and not during EOI preparation, EOI evaluation and short listing.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 revised July 1, 2014), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A consultant will be selected and employed in accordance with  the Quality and Cost Based Selection Method (QCBS) as set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 revised July 1, 2014).
