Project Description:
The Ministry of Transport and Communications (MoT) of the Republic of Belarus has requested the European Bank for Reconstruction and Development (the EBRD or the Bank) to provide technical assistance in support of Road Sector Reform in Belarus (the Assignment).

Within the context of infrastructure financing needs and ongoing reforms in the road sector in Belarus, the overall objective of this Assignment is to review and analyse the road management system in Belarus, with the aim to provide recommendations on road sector financing reform and necessary institutional reform measures. The assignment should pursue the following two main tasks:
•Review of the current state of Belarus’ road sector,
•Preparation of proposals for road sector reform measures required to improve sector performance.

Assignment Description:
The Bank now intends to engage a consulting company (the Consultant) to implement the following tasks:

1.Review and analyse:
a.Belarus road network (road network, road condition, traffic);
b.organisation of the management of the road sector;
c.institutions involved in the management of the road sector;
d.organisation of road maintenance;
e.planning and implementation of road upgrading, rehabilitation, periodic and routine maintenance works;
f.funding and expenditure for roads rehabilitation, periodic and routine maintenance works;
g.«Belavtodor» road maintenance expenditures for the last five years;
h.budget expenditures for road maintenance for the last five years;
i.road safety (accident statistics and traffic safety audits including traffic enforcement);
j.status of the reforms recommended by international partners, if any;
k.barriers to increased private sector involvement;
l.opportunities for increased private sector participation;
m.interest and risks for banks providing financing to private sector companies participating in the road sector.

2.Provide short- and mid-term recommendations on the following:
a.efficiency improvement of public road sector management;
b.improvement of «Belavtodor» efficiency (structure/management/operations);
c.road sector financing (introduction/revision of road tolls, fuel levies, etc.);
d.management and control of road sector expenditures;
e.prioritization of investments for construction and maintenance works activities;
f.management of road sector, division of functions and responsibility between Public Sector Organizations and Agencies;
g.public roads network optimization;
h.implementation of periodic and routine road maintenance;
i.introduction of performance-based road maintenance and PPP/concession opportunities;
j.Key Performance Indicators to monitor cost effectiveness and efficiency of periodic and routine road maintenance activities;
k.effectiveness and efficiency of road safety (including traffic enforcement activities).

The expected outcome of the Assignment is a final report that provides a comprehensive overview of the current state of the Belarus road sector and road management system and provides a detailed set of recommendations, including an action plan, on road sector financing reform, road management reform and necessary institutional reform measures. The findings and recommendations of the report should contribute to the ongoing sector reform efforts in Belarus and to support the development of investments in the Belarus road sector.

Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in June/July 2017 and has an estimated overall duration of 4-6 months.

Cost Estimate for the Assignment: EUR 100,000 (exclusive of VAT).
The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source: It is expected that the Assignment will be funded by the Central European Initiative (CEI). Please note selection and contracting will be subject to the availability of funding.

Eligibility: There are no eligibility restrictions.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with previous project experience related to:

1.Demonstrable experience in analysing and reforming road sectors
2.Demonstrable knowledge of the Belarussian road sector, with knowledge of technical processes, operations, finance and regulation

The Consultant’s expert team is expected to include key experts as follows:

a Key Expert No 1 (Team Leader) a senior manager responsible for overall results of the project, for presenting results to the MoT and EBRD, for overall coordination among consultants and stakeholders. The Team Leader should be familiar with the road sector reform and have experience in project management.
b Key Expert No 2 (Senior Expert) an expert with sector knowledge and expertise in road sector reform. The Senior Expert will be expected to cover key areas of management, operations and financing/investments. Extensive road sector knowledge and demonstrable expertise in road sector reform, including in countries similar to Belarus, are essential for the Assignment.
c Key Expert No 3 (Local Expert) with hands-on-experience in road sector in Belarus, with knowledge of technical processes, operations, finance, and regulation.

Submission Requirements: In order to determine the capability and experience of Consultants seeking to be shortlisted for this Assignment, the information submitted should include the following:

1. Company/group of firms’ profile, organisation and staffing. (max 5 pages).

2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives.

3. CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

4. Completed Consultant Declaration Form and Contact Sheet, the template for which is available from the following web-link:

The above information should not exceed 10 pages excluding CVs and contact sheet.

The complete expression of interest (including CVs, Consultant Declaration and Contact Sheet) should be submitted, in English electronically through e-Selection, to reach the Bank not later than the closing date. The expression of interest shall be one file (pdf). The EBRD reserves the right to reject applications of firms submitting more than one file. Only if the permissible file size is exceeded (4MB), the Consultant may split the expression of interest into further files.
