Assignment Title: Support to the Ministry of Finance of the Republic of Tajikistan Main Department of Central Treasury on development of additional tree modules in existing Public Financial Management Information System (PFMIS)

Reference No. (as per Procurement Plan): PFMMPII/QCBS-1/2017

Ministry of Finance of the Republic of Tajikistan has received Grant/ Credit resources from the World Bank and co-financed by Donor (DFID) toward the cost of the Public Finance Management Modernization Project II (Project), and intends to apply part of the proceeds for consultancy services " Support to the Ministry of Finance of the Republic of Tajikistan Main Department of Central Treasury on development of additional tree modules in existing Public Financial Management Information System (PFMIS)". 

The objective of the assignment is to conduct a functional review of the system of cash management, liabilities management and assets management, prepare an improved concept of the system of cash management, liabilities management, payments management and assets management, prepare the necessary technical documentation to create the necessary modules, create directly additional modules for cash management, liabilities and payments management, assets management in already existing PFM information system (PFMIS), taking into account the integration of these additional modules in the current processes of planning and execution of the revenue and expenditure budget, as well as accounting, the preparation of the necessary training modules and training of key personnel Ministry of Finance of the Republic of Tajikistan and Main Administrators of Budget Allocation (MABA). 

The assignment covers the following activities:

Task 1: Improvement of processes of cash management, liabilities management, payment management and asset management

Task 2: Automation of the processes of cash management, liabilities management, payment management and asset management

The accomplishment of assignment should begin approximately in October 2017 and complete to the end of March 2019. 

The company's services are required to accomplish the assignment, which is composed of international and local consultants within the period of 17 months, including the assistance provided within the country. The company should work very closely with the team of the second phase of the Public Finance Management Modernization Project, which should ensure the sustainability of ongoing reforms and the functioning of newly created modules after completion of the assignment. 

The Administrative and Procurement Support Team under the Ministry of Finance implementing the project now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 

  • At least 10 years of practical experience in reforming national public finance systems, including countries with economies in transition and developing countries;
  • Proven work experience in providing complex technical advice on the technical aspects of public financial management procedures in countries with economies in transition and developing countries;
  • At least 5 years of practical experience in developing information systems in the field of public financial management;

§  Knowledge of the standard functionality of the modern financial management information system (FMIS). 

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (revised July 2014) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest and eligibility.  

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. However, the experience of sub-consultant will not be considered while short-listing. 

A Consultant will be selected in accordance with the Selection Based on the Quality and Cost Based Selection method set out in the Consultant Guidelines.
