The Government of the Republic of Sierra Leone has received a credit from the International Development Association toward the cost of the Public Financial Management Improvement and Consolidation Project, and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFB: SL-PFMICP/ICB/ITAS/08/2018-01
The Public Financial Management Improvement and Consolidation Project serves Collaboration with National Revenue Authority now invites sealed bids from eligible Bidders for Supply, Configuration and Implementation of an Integrated Tax Administration System (ITAS)
The Sierra Leone National Revenue Authority is seeking a Consultancy for the supply, configuration and installation of an Information System for the management of all domestic taxes and duties, including but not limited to Income Tax, Value added Tax, Withholding Taxes, Pay-As-You-Earn (PAYE), Payroll Tax, Property Tax, and Domestic Excise Tax. The software should have modules for effecting and monitoring key activities of a tax administration such as registration, de-registration, returns processing, assessment, tax-payer accounts, audit, compliance, objections and appeals, incorporating best international practice, security features and operable in both stand-alone and network mode. The objective of the procurement is to appoint a software vendor who will provide the software, configure the software in accordance with the laws of the Republic of Sierra Leone and the Sierra Leone National Revenue Authority’s business rules, and implement the modified software in nominated tax offices.
Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of January, 2011 revised July 2014, and is open to all Bidders eligible as defined in these Guidelines.
A pre-bid meeting which potential bidders may attend will be held on 25th April 2018, at NRA 19 Wellington Street at 11.00am
A complete set of bidding documents in English Language may be inspected at Integrated Projects Administration Unit from 8th May, 2018. Bidding documents will be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee One Million, Five Hundred Thousand Leones (Le.1,500,000.00) or an equivalent amount in a freely convertible currency.

Bid opening: Bids will be opened in the presence of Bidders’ representatives who choose to attend at Main Conference Hall, Ministry of Finance and Economic Development, Treasury Building ground Floor, George Street, Freetown, Sierra Leones on Tuesday, 8th May, 2018 at 1100 Hours GMT. The bids shall remain valid for 120 days starting from the deadline of their submission.
