Contract Title: Procurement of Works for Restoration of Damaged Flood Resilience Structures of

The P&D Department of AJK has received financing from the World Bank toward the cost of the “Disaster & Climate Resilience Improvement Project (DCRIP) IDA Cr. No. 5686-PK, and intends to apply part of the proceeds toward payments under the contracts for “Procurement of Works for Restoration of Damaged Flood Resilience Structures of Power Development Organization Package-2 (Lot-I, II and III)”.

The Power Development Organization (PDO) GoAJK in collaboration with the Project Implementation Unit (PIU) DCRIP now invites sealed bids from eligible bidders for the following package;

Restoration of Damaged Flood Infrastructures at (i) 30.4 MW Jagran-I Hydro Power Project and (ii) 2 MW Kundal Shahi Hydro Power Projects in District Neelum AJK (Two sub-projects)

  1. The completion period for each contract is nine (09) months.
  2. Bidders may bid for one or several contracts, as further defined in the bidding document.  Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
  3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
  4. Interested eligible bidders may obtain further information from PIU-DCRIP and can inspect the bidding documents during office hours 09:00 Hrs to 16:00 Hrs at the address given below.
  5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application on the company letter head along with the company authorization letter of representative, to the address below and upon payment of a nonrefundable fee of PKR 6,000/-. The method of payment will be “Pay Order” in favor of Project Director PIU-DCRIP or cash deposit. The documents are to be collected by hand.
  6. A Pre-bid Meeting will be held dated October 02, 2016 at 11:00 Hrs on the address given below for the purpose of clarifying issues and answering questions on the Bidding Documents. Potential Bidders may choose to attend.
  7. Bids must be delivered to the address below on or before October 16, 2017 at 11:00 Hrs. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on same date at 11:30 Hrs.  
  8. All bids must be accompanied by a Bid Security as mentioned in Para 2 above.
