Contract Title: Construction of Baghlan to Bamyan (B2B) Road, Segment-2 (24+000 to 47+040) Baghlan & Bamyan

1. The Islamic Republic of Afghanistan has received financing from the World Bank toward the cost of the Trans-Hindukush Road Connectivity Project (THRCP), and intends to apply part of the proceeds toward payments under the contract [1]for Construction of Baghlan to Bamyan (B2B) Road, Segment-2 (24+000 to 47+040) Baghlan & Bamyan.
2. The Ministry of Public Works (MPW) now invites sealed bids from eligible bidders for construction of Segment 2 of a new 2-lane National Highway from Sta (24+000 to 47+040) Baghlan & Bamyan. The major scope of works includes the following:

Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers published by the World Bank in January 2011 (Revised July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
4. Interested eligible bidders may obtain further information from Project Management Team (PMT) of THRCP at procurement@THRCP.gov.af and inspect the bidding documents during office hours i.e. 0800 to 1600 at the address given below.
5. A complete set of bidding documents in English may be obtained by interested eligible bidders upon the submission of a written application to the address below and or download free of cost from NPA website www.npa.gov.af and IFB only from MPW www.mpw.gov.af or may be obtained in a CD/flash memory from the NPA office (Address given below).
6. Bids must be delivered to the address below on or before 10:00 AM (Kabul time) on May 29, 2018. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 10:00 AM (Kabul time) on May 29, 2018.
7. All bids must be accompanied by a “Bid Security” of USD 450,000.
