Assignment title: Consultant for survey, detailed design and bidding documentation for the remaining items of Component 1 and Component 2.

The Socialist Republic of Vietnam has received financing from the World Bank towards the cost of the Coastal Cities Sustainable Project - Phan Rang-Thap Cham City Sub-project, and intends to apply a part of the loan for consulting services.
The consulting services ("the Services") include survey, detailed design and preparation of bidding documents for the remaining items of Component 1 and Component 2 of Coastal Cities Sustainable Environment Project - Phan Rang-Thap Cham City Sub-project, including: drainage system (channels, culverts, regulation lakes,…), sewer network (tertiary sewers, interceptors, combined sewer overflows, wastewater pumping stations,…); urban roads; rehabilitation, upgrading the capacity of the existing wastewater treatment plant in Phan Rang- Thap City (the biological lagoon technology with aeration) from 5,000 to 7,500 m3/day. These services are expected to commence in January 2019 and finish in March 2020.
Implementation Unit for Capacity Development and ODA Water Resources Projects in Ninh Thuan Province now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested consultants should provide information that proves they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
1. Experiences of the Firm: The shortlisted firms must have experience in survey, detailed design for similar projects in the last 15 years, including at least 10 years in the field of urban infrastructure, drainage/sewerage.
2. Qualifications of the Firm: The shortlisted firms shall be consultant firms with sufficient number of permanent professional experts with professional experience relating to the Services, including but not limited to: Drainage Engineer, Sewerage Engineer, Wastewater Treatment Engineer, Transportation Engineer, Hydraulic Engineer, Topographic Engineer, Geological Engineer, Mechanical Engineer, Structural Engineer, Architect, Electrical/SCADA Engineer, Cost Estimator, Economist Specialist, Procurement Expert, Environmental and Social Expert (Firms are not required to include individual experts’ CVs of personnel in the EOIs but should state the number of permanent experts that they have available that fit the implementation of the Services).
Interested consultants must provide information (brochures, documentations, description of core business and years in business, relevant experience, technical and management capacity of the firm; experience in similar assignments, availability of adequate skilled permanent staff; financial capacity, eligibility, form of association, etc.) indicating that they are qualified to perform the Services. However, the EOIs should be limited to 40 pages (excluding relevant supporting documents).
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers version January 2011, revised in July 2014 ("Guidelines for Consultants"), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualification.
A consultant will be selected in accordance with the quality- and cost-based selection (QCBS) method set out in the Consultant Guidelines.
