Description:
The Danish Embassy in Dar es Salaam is in the process of formulating a new country progamme for Tanzania for the period 2020-2024. The formulation of a country policy paper takes place in parallel with the current process and the paper will be presented to the programme committee in December 2018 alongside the concept note for the new country programme.
The objective of the assignment is to formulate a full programme document for the Tanzania Country Programme (2020-2024), including preparation of Development Engagement Documents (DEDs) for each engagement partner. The Programme and DEDs should be formulated according to relevant Danish Ministry of Foreign Affairs' policies and guidelines, including those found on www.amg.um.dk.
The input is expected delivered by a team totalling four internationally experienced consultants, including one teamleader/process consultant (covering either governance or rights or health or inclusive growth and employment), who together will cover formulation of a programme document and individual DEDs within the following three thematic areas: 1) Governance and Rights; 2) Health for all - with a particular focus on girls' and women's sexual and reproductive health and rights and 3) Inclusive growth and employment. The formulation is expected to include a short introductory mission to Tanzania by the team leader in December 2018 followed by a mission of the entire team for two weeks in January 2019 to formulate, review and engage with key stakeholders on the foreseen programme and development engagements. Total input estimated to be 20 person days for each of the three internationally experienced consultants and 40 person days for the internationally experienced process consultant/teamleader.
References should ideally show the entity's experience with: 1) formulation of Danida funded programmes, including development contracts, thematic programmes, components, etc.; 2) working within the following thematic areas in SSA, including Tanzania: governance, PFM or tax-reform, sector budget support, support to public institutions; human rights including support to civil society and gender equality; health - public health sector support including support to private-public partnerships and SRHR; inclusive growth and employment, including access to finance and access to markets. Experience with working and applying policies and guidelines from www.amg.um.dk an advantage.
