EOI Title: Construction of AC Test Containment Building
1. The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Ghana (the “Government” or “GoG”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Ghana (the “Compact”) in the amount of approximately Four Hundred and Ninety-Eight Million, Two Hundred Thousand United States Dollars (US$ 498,200,000) (“MCC Funding”). Pursuant to the terms of the Compact, the Government committed to provide funding as a Government contribution to support implementation of the Compact in an amount equal to no less than seven and one-half percent (7.5%) of the amount of funding provided by MCC in the Compact (the “Government Contribution”).
2. Under the Compact’s Energy Efficiency and Demand Side Management (EEDSM) Project, MiDA is undertaking a “Development and Enforcement of Standards and Labels Activity”. This activity consists of upgrading existing standards and labels, developing new standards and labels for a broad range of selected electrical appliances and equipment, as well as constructing an Air Conditioning Containment Building for a room type calorimeter for performance testing non-ducted room air conditioning and heat pump (RAC) units in accordance with ISO 5151:2015. There is likely to be some basic architectural design work required in the process.
3. Ghana, through the Energy Commission (EC), the energy sector technical regulator, and the Power Compact, in collaboration with the Ghana Standards Authority (GSA), have been at the forefront of Standards and Labels (S&L) Program development in West Africa and have proven to be an effective regulatory instrument for electrical demand management.
4. Strengthening national capacity for appliance efficiency and safety testing supports improves the effectiveness of the Ghana S&L enforcement regime and hence contributes to positive economic growth by ensuring generated electrical power is used efficiently and purchased equipment is reliable and safe at home and industry.

6. This Expression of Interest follows on from the General Procurement Notice that appeared in dgMarket on 24 June 2019.
7. Objective
The objective of the activity is to design and build a Containment Building to house the AC Test Facility Laboratory equipment for the Ghana Standards Authority.
The selected Firm will receive a package of conceptual design and technical specifications for illustration purposes to give an indication of the projected building.
The projected building (about 19 meters by 25 meters) is a concrete frame structure made up of reinforced concrete foundations, reinforced concrete columns, masonry walls as infills and partitions. Roofing is aluminum roofing sheet. The minimum clear height inside the building is about 7 meters under the roof structure. Finishing are glass windows with aluminum frame, exterior metal doors and interior hardwood doors, heavy-duty industrial floor tiles (main hall), ceramic wall tiling in toilets, painted internal and external walls. Installations include Electrical, Plumbing, Fire safety and Air-conditioning Installations for the office areas.
Also, there is on the site, one level building (masonry walls with metal roof - about 6m x 40m) to be demolished, and some trees to remove.
8. Expression of Interest
MiDA now invites Expressions of Interest (EOI’s) from interested Firms to provide all Materials, Labour, and Equipment necessary to design and construct the Containment Building for the AC Test Facility Laboratory equipment, to be located in Accra, Ghana.
Applications will be reviewed against the criteria set below and the Prospective Bidders that are short listed will be issued with the Works Request for Quotation. The Technically Responsive Bidder to the eventual Works Request for Quotation with the lowest financial offer will be invited for negotiations and subject to a satisfactory outcome, for Contract award.
9. Selection Criteria
The following criteria will be applied in selecting the short listed Bidders for the Activity on a pass / fail basis:
• Corporate Brochure and Company Registration and Tax Certificates.
• Corporate experience in the construction of buildings similar to the requirements in Section 7 above – minimum 5 relevant examples which are to include a minimum of one design-build project within the last ten (10) years.
• List of all available Personnel for Design and, separately, Construction.
• List of all available and functioning equipment for Construction of Buildings.
10. Interested Contractors should submit their sealed applications in two (2) copies no later than 15:00 hours on Friday 23rd August, 2019 to the tender box in MiDA, 4th Floor, Heritage Tower, Ridge West, Accra. The Application must contain the full name, address and country of the Contractor and contact name and email address of the person or persons who should receive any subsequent Request for Quotation (RFQ) should the Application be accepted. The title and reference at the head of this invitation must be shown on the covering envelope of the Application.
Contracts for Goods, Works, and Services financed under the Program will be implemented according to the principles, rules and procedures set out in the MCC Program Procurement Guidelines, and Procurement is open to any Contractor from an eligible source country as defined in the said Guidelines, which may be downloaded from the MCC website (http://www.mcc.gov).
