Contract Title: Smart Meter & Communication Equipment, Meter Reading Software (AMR) and Meter Data Management System (MDM) for a Revenue Protection Program and related services in EBEDN

1.         The Government of Mongolia has received financing from the World Bank toward the cost of the Second Energy Sector Project, and intends to apply part of the proceeds toward payments under the contract for G-ICB-A-16-1: Smart Meter & Communication Equipment, Meter Reading Software (AMR) and Meter Data Management System (MDM) for a Revenue Protection Program and related services in EBEDN

2.         The Ministry of Energy now invites sealed bids from eligible bidders for supply of Smart Meter & Communication Equipment, Meter Reading Software (AMR) and Meter Data Management System (MDM) for a Revenue Protection Program and related services in branches of Erdenet-Bulgan Energy Distribution Network SOE (EBEDN) as Erdenet, Arkhangai, Bulgan, Uvurkhangai and Kharkhorin. The Advanced Metering Infrastructure (AMI) including automatic meter reading.(AMR) and Meters Data Management (MDM) software, ancillary hardware, smart meters (44,395 pcs), data collector units (DCUs), and current transformers shall be supplied and installed. Earliest required delivery period is 90 days after contract signing. Latest required delivery period is 120 days after contract signing

3.         A margin of preference for eligible national contractors shall not be applied. Only eligible Bidders with contractual experiences given below should participate in this bidding:

  • Successful completion as main supplier of smart meters within the last 5 years, of at least 3 contracts each valued at not less than  US$1.8 Million) and at least one contract valued at US$3.6 million
  • Experience under AMR software implementation contracts in the role of main contractor, subcontractor or management contractor that the project was within the last 5 years to at least 5 clients.
  • Experience under MDM software implementation contracts in the role of main contractor, subcontractor or management contractor that the project was within the last 5 years to at least 5 clients
  • Experience under AMR & MDM integration contracts in the role of main contractor, subcontractor or management contractor that the project was located within the last 5 years to at least 3 clients.
  • Experience under MDM & Billing System integration contracts in the role of main contractor, subcontractor or management contractor that the project was within the last 5 years to at least 5 clients
  • In the last five (5) years, 40,000 (forty thousand) similar smart meters have been supplied and installed in places with similar weather conditions.

4.         Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers  (January 2011 Revised July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

5.         Interested eligible bidders may obtain further information from Project Management Office of the Second Energy Sector Project and inspect the Bidding Documents at the address given below during office hours from 09:00 hours to 17:00 hours (Ulaanbaatar time) excluding Saturday, Sunday and Holidays at the address given below.

6.         A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD200.00 (Two Hundred U.S. Dollars) or in an equivalent amount in a freely convertible currency.
