Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1282CS20Q0006 and is issued as a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-02. This requirement is solicited as a Set-Aside for Small Business Concerns (Total Small Business Set-Aside) under NAICS code 541720, Research and Development in the Social Sciences and Humanities with a U. S. Small Business Administration size standard of $22 million. This is a requirement for class III cultural resource inventory for the San Juan National Forest.
The FAR provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Additional clauses and provisions applicable to this acquisition are attached. Evaluation shall be made on a Best Value basis in accordance with FAR Clause 52.212-2.
A current Contractor registration is required on the System for Award Management (SAM) website, https://www.sam.gov/SAM/. Quoters must ensure that they are self-certified under NAICS Code 541720 as a small business in the Representations and Certifications portion of SAM or return a fully executed Offeror Representations and Certifications-Commercial Items (Dec 2019) FAR clause 52.212-3 with their quote. (Available at https://www.acquisition.gov/)
Deadline for submission of questions. Any questions concerning this solicitation shall be submitted in writing by email directly to the contracting officer at randal.sadler@usda.gov no later than 17:00 ET Friday, January 17, 2020. Include the solicitation number, 1282CS20Q0006, in the subject line of your email. If warranted, a question and answer document shall be posted as an amendment to this combined synopsis/solicitation no later than Friday, January 24, 2020.
Deadline for submitting quotes. Quotes shall be submitted by email to the contracting officer at randal.sadler@usda.gov no later than 17:00 ET, Friday, February 7, 2020. Include the solicitation number, 1282CS20Q0006, in the subject line of your emailed quote.
Award of this contract will be made utilizing the SF1449 Solicitation/Order for commercial items. The SF18 is provided for administrative and posting purposes only.
