The Government of the Republic of Angola has received a loan in the amount of 184 million EUR from the World Bank (WB) and the French Development Agency (AFD) to implement the Commercial Agriculture Development Project (CADP), which is implemented by a Project Implementation Unit (PIU) established in the Office of Studies, Planning, and Statistic (GEPE) of the Ministry of Agriculture and Fishery. The PIU intends to apply part of the proceeds to enter into a contractual agreement with Technical Services Providers to support Financial Sector intervention for partial credit guarantees.

The proposed consultancy service (“the Services”) will include the following areas: specialized technical assistance and training services to the financial sector institutions; formulation and/or implementation of partial credit guarantees schemes; and innovation processes linked to new credit products development. The duration of the contract is expected to be for 48 months. The service will be performed in the focus area of the project and is expected to start August 2020.

The detailed ToR for the assignment can be requested in writing from the address given below. The document, in English, will be sent by email in PDF format. The PIU invites eligible Firms to indicate their interest in providing the Services by supplying information which demonstrates their required qualifications and relevant experience to perform the Services. Summarizing, For eligible Firms to apply, there is a need to demonstrate evidence of minimum of ten (10) years of experience in specialized technical assistance and training services to financial sector institutions, minimum of seven (7) years of experience to support the development of financial services for the agricultural sector including partial credit guarantees scheme, in the context of developing countries, preferably in African countries, at least five (5) years of experience in providing advice for the development of new credit products designed for SMEs, companies and farmer producer organizations, experience in credit implementation, financial instruments and partial credit stratification and credit disbursement, and minimum of three (3) years of experience in relationship building, strong networking in with public sector institutions and the financial sector; a strong understanding of the emerging markets agriculture sector policy development and interpretation, and knowledge of Angolan context and Portuguese language is a plus.
