CONSULTING SERVICES: HIRING OF DRY SEASON ROAD CONSULTANT FOR RAIDP With reference to notice published dated on November 13, 2009 in the National Daily "The Himalayan Times" and "UNDB" inviting Expressions of Interest (EOI) for Hiring of Dry Season Road Consultant for RAIDP (Contract no. RAIDP/02/DSC/066/067), all the EOIs submitted by the respective consulting firms have been canceled due to some technical reasons. RAIDP now re-invites fresh EOI from the interested consulting firms for the assignment described below: 1. The Government of Nepal has received the additional financing from the World Bank toward the cost of the Rural Access Improvement and Decentralization Project, and intends to apply part of the proceeds for consultant services. The services, in two phases, include: 1st Phase: (Survey and Design): # Study the alignment of the proposed trails and tracks for upgrading to dry season rural roads with respect to technical, environmental and social considerations; # Survey and design in detail of the dry season roads along with the required environmental and social safeguards. 2nd Phase: (Construction supervision): # Day to day construction supervision of civil works executed through road building groups and others. # Quality assurance of the of construction works; # Provide orientation and relevant training to members of road building groups (RBGs) and personnel involved in relevant construction technology based on technical specifications; and # Enhance the skills of all the personnel by providing different types of trainings including Labor Based Technology (LBT) before the commencement and during the implementation of works. The above mentioned services shall be provided in the six (6) to eight (8) districts. The total road length covered by this assignment shall be 140 km approximately. The selected consultant shall provide consulting services from the date of contract agreement to the end of December 2013. The currently identified names of participating districts are as: Udaypur, Gulmi, Surkhet, Phyuthan, Rasuwa and Salyan. The final names of participating districts and the aggregate road length shall be finalized at the time of preparation of the RFP. 2. The Department of Local Infrastructure Development and Agricultural Roads (DoLIDAR)/RAIDP, PCU now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, experience in general, experience of having successfully carried out similar assignments in similar conditions supported by testimonials from past clients, availability of appropriate skills among staff etc.). Consultants may associate to enhance their qualifications. 3. A consultant will be selected in accordance with the QCBS procedures as set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Revised October 2006) 4.
