MANKULAM - MULLAITVU ROAD SECTION The Democratic Socialist Republic of Sri Lanka has applied for a loan from the Asian Development Bank (ADB) toward the cost of road rehabilitation and improvement of about 170 km of national highways under the Northern Road Connectivity Project (NRCP). Part of this loan will be used for payments under the contract named below. International competitive bidding will be conducted in accordance with ADB’s Single-Stage: Two-Envelope bidding procedure with post qualification and is open to bidders from eligible source countries of ADB. The Road Development Authority now invites sealed bids from eligible bidders for the rehabilitation and improvement of a section of A034 Road from Mankulam to Mullaitvu as follows: # Contract Package No. 7 - RDA/NRCP/ICB/ADB/CP-7: A 034 Mankulam - Mullaitvu (Km 0 + 000 - 13 + 000) Section of Road; Length: 13 km; Location: Northern Province; Duration 18 months As this is a separate bid, no discounts for multiple contract combinations will be accepted. Eligible bidders must meet the following criteria on a pass/fail basis: --General experience in construction contracts for at least five years --Pending Litigation of no more than 50 per cent of the bidder's net worth --Average annual construction turnover, financial resources, and specific construction experience as given in the table below. The bidder should also meet the overall cash flow requirement and its current contract commitment. (Contract Package No. 7; AACT US$ 9 million; Financial Resources: US$ 2 million; Specific Construction Experience: At least one contract with a value of $ 8 million done within the last seven years) --Personnel: The bidder must demonstrate that he has the personnel for the following key positions for this project: (i) Project Manager (Professionally Qualified Civil Engineer with minimum ten years experience in similar work); (ii) Highway Design Engineer and Bridge Design Engineer (Professionally Qualified Civil Engineer with minimum five years experience in similar work); (iii) Material and Quality Control Technician with minimum six years experience in similar works; (iv) Structure and Bridge Engineer with minimum five years experience in similar works; and (v) Plant Manager with minimum five years experience in similar works. Required total work experience for each of the above five personnel is shown in the Bidding Document (Section 3). --Equipment: The bidder must demonstrate ownership or availability of the following key equipment (one of each): (a) Stone/Aggregate Crusher Plant (100 m3/h minimum capacity); (b) Roller Pneumatic tyred (1,000-2,000 kg range); (c) Roller vibrating steel wheeled (10 tons); (d) Hot mix Asphalt Plant (batch) - 60 t/h; (e) Asphalt Sensor Paver (3.5-5.0 m width screed) --Experience in construction of key activities such as in Asphalt Concrete Hot Mix (in 12 months, 12,000 tons), and PSC Bridges (38 meters in length) The rehabilitation and upgrading activities include: # Site clearing and excavation # Road formation improvement # Sub Base construction, Dense graded aggregate base with surfacing of AC overlay; # Concreting # Drainage construction / improvements # Bridge/Culvert rehabilitation and construction # Relocation of utilities # Facilities for the Engineer # Performance based maintenance of the road for three years from the date of issue of Taking-over-Certificate Interested eligible bidders may obtain further information from the Project Director, PIU for Northern Road Connectivity Project, and inspect the bidding documents at the first address below. The bidding documents, including softcopy in a CD, in English, may be obtained on submission of a written request to the first address below for "Contract Package No. CP 7, Rehabilitation /Improvement to Section of A034 Road from 0+000 km to 13+000 km", and upon payment of a non-refundable fee of Sri Lankan Rupees (SLR) 22,400 (including VAT) or US$ 200 by cash or bank draft in favor of the Ministry of Highways, Road Project Preparatory Facility, on behalf of Northern Road Connectivity Project. The bidding documents will be issued during normal working days, from 9:00 to 15:00 hours at the same address until 9 September 2010. Bids must be delivered to the Chairperson, at the second address below, together with a security of Rs. 22 million or an equivalent amount in a freely convertible currency, at or before 15:00 hours on 9 September 2010. Bids will be opened immediately after the deadline for bid submission in the presence of the bidders who choose to attend. Qualified domestic bidders may be eligible to receive a margin of preference of 7.5 per cent in the comparison of bids.
