Procurement of disinfection equipment

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in UN Development Business No. 764 of 16 November 2009.
2. The Socialist Republic of Viet Nam has received a credit from the International Development Association toward the cost of Northern Upland Heath Support Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Procurement of Disinfection Equipment (ICB No: 05).
3. The Project Management Unit now invites sealed bids from eligible and qualified bidders for Disinfection Equipment:
* Washing machine: 46 Units
* Autoclave: 59 Units
* Disinfection solution spraying apparatus: 55 Units
Period for delivery of Goods: From 30 days following the date of effectiveness the Contract to 100 days following the date of effectiveness the Contract

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines:
Procurement under IBRD Loans and IDA Credits
, dated May 2004, Revised October 2006, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Project Management Unit – Northern Upland Health Support Project, Email: nup_procurement@fpt.vn, and inspect the Bidding Documents at the Project Management Unit – Northern Upland Health Support Project, Ministry of Health at the address of: Room 401-404, Building A1,Van Phuc Diplomatic Compound, 298 - Kim Ma Street, Ha Noi, Viet Nam, from 08:30 am to 11:30 am and 1:30 pm to 4:30 pm (Working days).
6. Qualifications requirements include: local after sales service and availability of consumables and spares; The bidder shall have successfully completed within the past three (3) years at least two (2) contracts for supplying goods of similar nature and complexity to the contract in question. A margin of preference for certain goods manufactured domestically shall be applied. Additional details are provided in the Bidding Documents. Other detailed information will be provided by CPMU for free by email for those who are interested. Please contact the CPMU via our email address nup_procurement@fpt.vn to make your request.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of VND 1,800,000.00 or US$ 100.00. The method of payment will be Cash, Check or direct deposit in to bank account as follows:

Account number: 1300201220037 (for USD) or 1300201220043 (for VND) in the Viet Nam bank for agriculture and rural development – Thang Long Branch, SWIFT code VBAAVNVX403. The Bidding Documents may be sent by a courier service on the bider's specific request and upon payment of an additional nonrefundable free of VND 180,000 for domestic delivery within Vietnam or 900,000 VND or USD 50 for oversees delivery. The Project Management Unit will not be responsible for loss or late delivery of the bidding document.
8. Bids must be delivered to the address below at or before 14h:30 Ha Noi time, September 30, 2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below at 14 h 30 Hanoi time, September 30, 2010. All bids must be accompanied by a Bid Security with an amount of US$ 40,000.00 and valid for a period of 28 days beyond the validity period of the bids.
