Contract Title: “Reconstruction of the road bridge in Krosno Odrzańskie with access road”.

Ref. No. (pursuant to the Procurement Plan): OVFMP – 1B.1/1(b)

The Republic of Poland has received a loan from the International Bank for Reconstruction and Development (IBRD) for the costs of the Odra-Vistula Flood Management Project and intends to use a portion of the proceeds of this loan for payments related to the Contract: 1B.1/1(b) Reconstruction of the road bridge in Krosno Odrzańskie with access road. The project will be co-financed by the credit from Council of Europe Development Bank (CEB) and national budget.

State Water Holding Polish Waters Regional Water Management Authority in Wrocław now invites the eligible bidders to submit sealed bids for execution of the Contract described below.

Task description

The procurement subject is execution of the construction works and accompanying services related to the Task titled: Contract 1B.1/1(b) “Reconstruction of the road bridge in Krosno Odrzańskie with access road” including reconstruction of the existing road bridge on the Odra River at km 53+067 of the national road No. 29 in Krosno Odrzańskie (km 514+100 of Odra) in order to provide the minimum clearance under the facility and enable effective proceeding with ice-breaking actions on the Odra River, and adjusting the existing bridge structure, within the possible aspects, to the requirements resulting from the Regulation of the Ministry of Transport, Construction and Maritime Economy dated May 30th 2000 on the technical conditions that road engineering structures and their location should conform to. The minimum required clearance under the facility, above the High Navigable Water (HNW) should be 5.25 m and it must be guaranteed along the entire width of the navigable channel for Va class waterway, i.e. along the section being 50.0 m. For the designing purposes, the HNW specified by the State Water Holding Polish Waters is at 41.150 m a.s.l. level. AMSL. Moreover, the Contract covers local reconstruction and adaptation of the road infrastructure to the reconstructed road bridge. Considering the necessity of assuring traffic continuity along the national road No. 29 for the reconstruction period of the existing bridge structure, a temporary bridge will be built within the Contract.

The road bridge located at km 53+067 of the national road No. 29 (street: Trakt Książęcy in Krosno Odrzanskie), running from the national border with Germany, in Słubice, to Połupin near Krosno Odrzanskie (to DK 32), is the river crossing on the Odra River. The bridge administrator is the General Directorate for National Roads and Motorways (GDDKiA), branch in Zielona Gora. The road bridge planned for reconstruction under the Contract is located on the Odra Waterway administered by the State Water Holding Polish Waters - Regional Water Management Authority in Wroclaw. The bridge is located at km 514+100 of the Odra River. The road bridge on the Odra river at km 53+067 of the national road No. 29 in Krosno Odrzanskie (street: Trakt Książęcy in Krosno Odrzanskie, km 514+100 of Odra), pursuant to the entry No. L-600/A dated 13.08.2013, is covered by the monument conservator protection of Lubuski Province Monument Conservator seated in Zielona Gora (the implementation conditions determined in relevant administrative decisions).

The following scope of works and activities, along with obtaining the use permits, has been planned within the Contract:

  • constructing a temporary bridge, along with access points and obtaining road traffic approvals for temporary traffic diversion for the purpose of reconstructing the bridge existing above the Odra River,
  • lifting the supporting structure of the existing bridge structure,
  • upward extension of the existing supports of the bridge structure,
  • extension of the national road No. 29 along the section covered by the reconstruction,
  • extension of the intersection of the national road No. 29 with Podgórna street and Nadodrzańska street,
  • reconstruction of the intersection of the national road No. 29 with Murna street and Słoneczna street,
  • providing the retaining walls at the access points to the bridge structure,
  • sectional revetments for the Odra River slopes,
  • construction/reconstruction of sidewalk and pedestrian walkways,
  • reconstruction of individual exits,
  • making the safety elements of road and pedestrian traffic,
  • redevelopment of the existing LV power network,
  • redevelopment of the existing MV power network,
  • reconstruction of the existing road lighting,
  • reconstruction of the existing telecommunication network,
  • reconstruction of the existing water supply pipeline, including the trunk water main,
  • adjustment of the road drainage, including reconstruction of the existing gravity pipeline,
  • reconstruction of the sanitary pressure sewer system,
  • reconstruction of the gas main,
  • carrying out all the tests and acceptance procedures and obtaining the permits.

The detailed description of the requirements for works for the said procurement subject is provided in the Construction Designs and Specifications, plus in the Description of the requirements for works.

Time for Completion: 840 days

Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, [Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers], issued in 2011, amended in July 2014.  („Instrukcja Banku Światowego dotycząca zamówień”) and is open to all eligible bidders as defined in the Procurement Guidelines. Also, please read rules, which present the World Bank’s policy regarding the conflict of interests.

The interested Bidders, who qualify, can obtain further information from the State Water Holding Polish Waters - Regional Water Management Authority in Wrocław (RGZW), from Mrs. Karolina Radwan, e-mail: [email protected] and familiarise with the bidding documents under the address specified below (item 8) from 8.00 to 16.00.

A pre-bid meeting which potential bidders may attend will be held on 15.09.2020, at 10:00, in Regional Water Management Authority in Wrocław, Jana Kochanowskiego 91B, room no. 22 (conference room).

Considering the present epidemic threat/state of epidemic, the Employer can hold the pre-bidding meeting in a form of a video conference. The Bidders who choose to participate the pre-bidding meeting are kindly requested to contact the PIU OVFMP under the address: [email protected]. The Employer, well in advance and at least 5 days before the planned date, will inform the Bidders about the pre-bidding meeting form.

Owing to the written principle of proceeding in the event of discrepancies between the digital and the paper version, provisions of the hard copy apply.
