Consulting services for preparation of construction investment project reports (feasibility study) for danang sustainable development project

1. This Request for Expressions of Interest follows the General Procurement Notice for this project that appeared in the UN Development Business Issue 715 of 30 November, 2007.
2. The Socialist Republic of Vietnam has received a credit from the International Development Association (IDA) towards the cost of the Danang Priority Infrastructure Investment Project and intends to apply part of the proceeds of this credit to payments under a contract for Consulting Services for preparation of Construction Investment Project Reports (Feasibility Study) for Danang sustainable development project (Package B56).
3. The proposed project will comprise main components in the six urban districts of Da Nang city as follows:
Component A: Environmental Infrastructure Improvement;
Focusing investment on wastewater collection and treatment, water-storm drainage, flood prevention, storm resistant ability and climate change adaptability strengthening
Component B: Bus Rapid Transit;
Component C: Urban Roads and Bridges;
Development of two strategic highways, designed to serve Danang's further socio-economic development;
Component D: Capacity Building and Institutional strengthening.
Sector Strengthening and Capacity Development in traffic management as well as operation and management of wastewater systems.
The services being called for expression of interest are for international consultancy for preparation of Construction Investment Project Reports (CIPRs), basic designs, detailed design of wastewater system, bidding plan and Bidding Document for the project. CIPRs will include technical, financial, economic, resettlement, environmental and institutional analyses.
The services are expected to commence in April 2011 and last for about 18 months.
4. The Danang PIIP PMU now invites eligible consulting companies to express their interest in providing the Services. Interested consulting companies must provide information indicating that they are qualified to perform the Services (brochures, descriptions of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
5. Consultants may associate to enhance their qualifications. In that case, consultants should clarify whether they will associate in the form of joint-venture or sub-consultancy agreements. In case of joint-venture, all members of joint-venture shall be jointly and severally liable for execution of the contract and one member shall be appointed to represent the joint-venture.
6. A company will be selected in accordance with Quality and Cost based Selection (QCBS) procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by Bank Borrowers (published in May 2004), revised in October 2006.
7. Interested consultants may obtain further information at the address given below from 7.30 to 11.30 hours and from 13.30 to 17.00 hours, Monday to Friday.
8. Expression of Interest must be delivered to the address below before 15.00 hours on 1 November 2010.
