CONTRATAÇÃO DE PROVEDOR DE SERVIÇOS DE  FORMAÇÃO DE CANDIDATOS DA COMPETIÇÃO DE PLANOS DE NEGÓCIO

(EMPRESA C)

  • Experiência na concepção, execução e monitoria de programas de formação de empreendedores e/ou de jovens, ou outros relacionados, num contexto de países em desenvolvimento, de preferência na África Subsaariana;
  • Experiência na implementação de programas em larga escala;
  • Experiência em programas de formação nas áreas de empreendedorismo e desenvolvimento de planos de negócios de acordo com as melhores práticas internacionais;
  • Experiência em Moçambique será tida como uma vantagem;

  1. Planificar a implementação das acções de formação;
  2. Preparar a participação da implementação da fase piloto;
  3. Elaborar os manuais, curricula de formação e perfís dos formadores;
  4. Efectuar a formação de concorrentes ao CPN em matéria de Planos de Negócio;
  5. Elaborar e implementar o plano de monitoria e avaliação do CPN,
  7. Realizar a Monitoria e Avaliação da acção de formação;

Harnessing the Demographic Dividend Project:

Mozambique - Youth Development and Empowerment

EMPREGA PROGRAM

REQUEST FOR EXPRESSIONS OF INTEREST:

HIRING A COMPANY OR CONSORTIUM TO PROVIDE TRAINING SERVICES FOR CANDIDATES IN THE BUSINESS PLAN COMPETITION

The Government of Mozambique, through the National Youth Institute (INJ), an institution under the supervision of the State Secretariat for Youth and Employment (SEJE) with the support of the World Bank, is implementing a Project called “Harnessing the Demographic Dividend: Mozambique - Youth Development and Empowerment(the “Project ”), framed in two programs called: (1) Eu Sou Capaz and (2) Emprega.

The Emprega will hold a national business plans competition (BPC) for start-up companies and for existing companies with high potential for growth and job creation.

The BPC will be designed to stimulate job demand, by increasing the growth and hiring capacity of companies, in addition to helping to develop qualifications and useful experiences for the workforce, with particular focus on youth and vulnerable groups.

The BPC will result in increased employment through (i) increasing the management capacity of the participating companies, allowing for robust growth; (ii) improving skills; (iii) overcoming market failures that result in the lack of financing for the projects; and (iv) subsidized hiring that encourages job matching with people. This translates into helping potential entrepreneurs and existing ones to develop appropriate business models, skills and networks, as well as gaining access to financial services and markets - all essential in the development or expansion of businesses that generate income, create opportunities for employment and contribute to economic growth.

The Emprega would like to hire a consultancy from a company or consortium to provide training services in the preparation and management of business plans, in accordance with the objectives and description of the Terms of Reference (ToR).

The Consultant will work in coordination with other Consultants hired under the Project – company A responsible for marketing and awareness, and company B for the overall organization of the BPC.

The Consultant must demonstrate sufficient experience and capacity in the management of entrepreneurship, business training, and / or job placement initiatives. The following experiences and skills will be assessed for shortlisting:

  • Experience in the design, execution and monitoring of training programs for entrepreneurs and/or youth, or others related, in a context of developing countries, preferably in Sub-Saharan Africa;
  • Experience in implementing large-scale programs;
  • Experience on training programs in the areas of entrepreneurship and development of business plans according to the best international practices;
  • Experience in Mozambique will be an advantage;

The National Youth Institute now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.  Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.  The main responsibilities of the consulting company or Consortium, are:

  1. Plan the implementation of the training actions;
  2. Prepare to participate in the implementation of the pilot phase;
  3. Prepare the manuals, training curricula and profiles of the trainers;
  4. Carry out the training of applicants to the BPC;
  5. Develop and implement the BPC monitoring and evaluation plan;
  6. To train the winners in matters of “personal initiative” and other types of training in socio-emotional skills, including mentoring;
  7. Carry out the Monitoring and Evaluation of the training action,
  8. Prepare the interim and final report of the training activities

Consultants may associate with other firms to enhance their qualifications but should indicate clearly. Key Experts will not be evaluated at the shortlisting stage.

The selection of interested Consultants is drawn to the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), reviewed in November 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest.  A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Further information for the assignment to the interested consultants can be obtained via email at the following address: [email protected]

Expressions of interest must be delivered to the email below before November 18, 2020 until 15h30 (local time), should mention in the subject: “PROVIDE TRAINING SERVICES FOR CANDIDATES IN THE BUSINESS PLAN COMPETITION.”

Locations

Mozambique

Mozambique’s infrastructure strategy is closely linked to its natural gas potential and regional trade ambitions. Major LNG projects and port expansions are expected to generate fiscal revenues and catalyse associated infrastructure development. However, climate vulnerability, debt pressures and security challenges in northern regions complicate implementation. Strengthening governance, improving project management and ensuring inclusive development around extractive investments are critical to translating large-scale infrastructure financing into broad-based economic growth.
