DANANG SUSTAINABLE DEVELOPMENT PROJECT

1. This Request for Expressions of Interest follows the General Procurement Notice for this project that appeared in the UN Development Business Issue 715 of 30 November, 2007. 2. The Socialist Republic of Vietnam has received a credit from the International Development Association (IDA) towards the cost of the Danang Priority Infrastructure Investment Project and intends to apply part of the proceeds of this credit to payments under a contract for the Consulting Services for Preparation of Environment Impact Assessment and Resettlement Action Plan for the Danang Sustainable City Development Project (Package D60). Danang Sustainable City Development Project is being implemented with a view to improve and reduce environmental pollution and flood, meet needs of travel of the local people, decrease traffic jam... Danang Priority Infrastructure Investment Projects Management Unit (Danang PIIP-PMU) wishes to select a consultant for preparation of Environment Impact Assessment and Resettlement Action Plan for the Danang Sustainable City Development Project. The services are expected to commence on August 2011. Estimated implementation time is about 12 months. 3. Danang PIIP-PMU now invites eligible consulting companies to express their interest in providing the Services. Interested consulting companies must provide information indicating that they are qualified to perform the Services (brochures, descriptions of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). 4. Consultants may associate to enhance their qualifications. In that case, consultants should clarify whether they will associate in the form of joint-venture or sub-consultancy agreements. In case of joint-venture, all members of joint-venture shall be jointly and severally liable for execution of the contract and one member shall be appointed to represent the joint-venture. 5. A company will be selected in accordance with Quality and Cost based Selection (QCBS) procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (published in May 2004), revised in October 2006. 6.
