The Islamic Republic of Pakistan has received financing in the amount of US$ 15.00 million equivalent from INTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT/INTERNATIONAL DEVELOPMENT ASSOCIATION, acting as administrator of KP/FATA/Baluchistan Multi-Donor Trust Fund and Central Asia South Asia Transmission Project (CASA 1000) Multi-Donor Trust Fund (“World Bank”) towards the cost of the Community Support Project (CASA-1000) and it intends to apply part of the proceeds to hire an NGO as Social Mobilization Partner (SMP).

The objective of the assignment is to provide institutional support and technical assistance to the project for building social capital of communities and enhancing their potential at the village, Union Council and District level for the implementation of the Community Support Project (CSP). The detailed Terms of Reference (TOR) for the assignment can be downloaded from www.pndkp.gov.pk & sdu.kp.gov.pk.

To support this intervention, Pakistan Community Support Project,  hereby invites Expressions of Interest (EOI) from reputed NGOs for providing services for provision of institutional support and technical assistance for building social capital of communities and enhancing their potential at the village, Union Council and District level for implementation of Community Support Project.  Interested NGOs possessing the relevant experience and qualification should clearly describe their qualification/experience relevant to providing the services in the EOI document. The consultants will be selected in accordance with the shortlisting criteria elaborated below:

  1. General Experience: Proven general experience of providing the services/projects during the past 15 years. [core business areas, policies, vision & mission, experience in social mobilization in project areas etc)   
  2. Specific Experience: Specific experience of services provided on similar nature of Projects. NGOs need to provide an evidence (project brief, client’s name, completion certificate, brief involvement of the NGO on the presented project, etc.). The project brief should mention client details, description, worth and duration of the services provided, cost of the project and any specific innovative practice adopted to meet the project objectives.
  3. Overall Managerial Capacity & Financial Strength: NGO should be able to demonstrate strong technical and managerial staff employed by them and evidence of positive net-worth to be substantiated by submitting the past five years evident through certified audit reports.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [revised November 2017 and August 2018] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

NGOs will be selected pursuant to Paragraph 7.29 (Section VII) of the Regulations and the method of selection will be Consultant Qualification Selection (CQS) set out in the World Bank’s: Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services” (July 2016) revised November 2017 & August 2018.

Any NGO providing unsubstantiated and/or incorrect information are liable to legal action and/or disqualification.

Please note that the SDU reserves the right to withdraw from this process at any stage without any obligation for expenses incurred by the participants.
