The Ministry of Transport (MOT) has received a credit from the International Development Association (IDA) toward the cost of the Mekong Delta Transport Infrastructure Development Project (MDTIDP), and intends to apply part of the proceeds of this Credit to payments for Support to Ministry of Transport on Developing Multi-modal Transport.

The objective of the Consultancy is to aims to help the various MOT agencies improve multi-modal transport efficiency in Vietnam # through closer inter-agency coordination, responsive policy making, revamped regulatory frameworks, stronger project appraisals, and the measurement of Key Performance Indicators (KPIs). This service seeks to retain expert consultants that can (i) generate intelligence for and transfer knowledge to MOT in relevant areas of Vietnamese multi-modal logistics; (ii) facilitate institutional strengthening in the public sector, including not only MOT but other ministries involved in policy making and regulatory reform impacting multi-modal logistics; (iii) design a platform for public-private consultations in multi-modal logistics; (iv) build capacity in priority areas for both MOT and the private sector; and (v) measure KPIs for MDTIDP.

In meeting these objectives, the Consultancy should:

1. Cost of Logistics Report. Conduct a quantitative study of the size and composition of Vietnam’s transportation and logistics costs;
2. Multi-modal Transport Regulatory Review (MTRR) Update and Implementation Plan. Review the assessment and recommendations stemming from the 2006 MTRR;
3. Review of Multi-modal Transport and Logistics Strategies and Plans. Review Vietnam’s national strategies and approved plans (or lack thereof) for the development and support of the transport sector;
4. Firm-level Case Studies. Conduct an in-depth case study of two transport and logistics service providers operating in Vietnam;
5. Multi-modal Corridors. Identify and describe main current and future multi-modal corridors;
6. Capacity Building. Strengthen capacity building in both the public and private sectors;
7. KPIs Measurement and Measurement Methodology. Measure the current status of MDTIDP KPIs at two priority corridors in the Mekong Delta region and prepare a methodology for government authorities.

The Contract period will be 12 months.

The Project Management Unit of Waterways (PMU-W) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The information should be provided by hard copy (via post) and electronic copy (via Email). Consultants may associate to enhance their qualifications.

Consultant selection will be carried out in accordance with the procedures set out by Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition).
