1. The People’s Republic of China has received loan from the World Bank toward the cost of the Liaoning Safe and Sustainable Urban Water Supply Project, and intends to apply part of the proceeds of this loan to payments under the contract for SMART water system (C) under Fushun Subproject.

2. China Capital Tendering Co., Ltd. (the “Procurement Agent”), entrusted by Fushun Water Supply (Group) Co.Ltd. (the “Purchaser”), now invites sealed bids from eligible bidders for software and hardware procurement and private network construction, pipe network and topographic map updating and warehousing, data governance and data resource integration, cloud data center platform construction, pipe network GIS and basic business system construction, customer service business system construction, production and operation management platform construction, data monitoring center platform construction, smart water supply standard construction, etc. The contract duration is 18 months after the date of Contract signing.

3. Bidding will be conducted through the Single-Stage: One-Envelope National Competitive Bidding procedures. The bidding is open to all bidders from Eligible Sources Countries as defined in the Procurement Guidelines of the World Bank (January 2011, Revised July 2014), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, prospective bidders shall pay attention to Clause 4 in Instructions to Bidders of the Bidding Documents on eligibility and conflict of interest. All bidders with conflict of interest are ineligible bidders. The bidder and the systems offerred shall meet the following minimum qualification requirements:

3.1 Financial Capability

(1) Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3) years (2018-2020) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for each year of the last three (3) years (2018-2020) calculated as the difference between total assets and total liabilities should be positive;

(2) Minimum average annual turnover of CNY 95 million calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years (2018-2020);

(3) The Bidder shall demonstrate access to, or availability of, financial resources such as liquid assets, lines of credit, and other financial means to meet: (i) the following cash-flow requirement of CNY 13 million and (ii) the overall cash flow requirements for this contract and its concurrent commitments.

If the Bidder is a joint venture, for item (i), each partner must meet the requirement; for item (ii) and (iii), all partners combined must meet the requirement, at least the lead partner must meet at least sixty percent (60%) of the requirement.

3.2 Contract Experience

The Bidder as a single entity or each partner under any JV bidder shall have successfully completed at least two (2) similar smart water information system contracts which are comparable to the contract to be let between January 1st, 2016 and bid submission deadline, each with a minimum value of CNY 20 million and the contract award time after January 1st, 2016, and the smart water information system procured in each contract shall have passed the operation acceptance and been operated for at least one (1) year prior to the bid submission deadline. Documentary evidence shall be provided including copies of, but not limited to, notification of award, signed contract and final acceptance certificate from its previous clients, etc. Meanwhile, the contact information of the previous clients (name, position, telephone, fax, address and email of the contact person) shall be provided for verification.

3.3 Technical Experience

The Bidder shall have successful experience in the development and integration of smart water system, and the developed and integrated smart water system shall have been successfully operated in the water supply sector in a city with the same scale of Fushun between January 1st, 2016 and bid submission deadline. Besides, the geographic information platform (GIS) and cloud platform products offered by the Bidder shall have also been successfully operated in smart water system between January 1st, 2016 and bid submission deadline. The above-mentioned successful experience shall include the following technical characteristics:

1) Geographic Information Platform (GIS):

  1. Geographic Information Platform (GIS) shall include: desktop software of GIS platform, enterprise platform software of GIS, GIS development software;

(b) Geographic Information Platform (GIS) has been successfully operated in the water supply sector in a city with the same scale of Fushun.

2) Cloud Platform Products:

(a) Number of cloud platform servers:≥11 Set;

(b) Cloud platform memory capacity:≥5632G;

(c) Storage capacity of cloud platform:≥380TB;

(d) Number of CPUs supported by cloud platform virtualization:≥22 Set.

Documentary evidence shall be provided including copies of, but not limited to, signed contract, acceptance certificate and other evidence from its previous clients which can demonstrate the above-mentioned technical characteristics, etc. Meanwhile, the contact information of the previous clients (name, position, telephone, fax, address and email of the contact person) shall be provided for verification.

4. Interested eligible bidders may obtain further information from the Procurement Agent and inspect the bidding documents during office hours between 9:30-11:30 am and 1:30-4:00 pm (Beijing time) at the address given below.

5. A complete set of bidding documents may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of CNY 1,500. The method of payment will be cash, check, or direct deposit to the account (Account Name: China Capital Tendering Co., Ltd., Deposit Bank: China Merchants Bank, Beijing Haidian Sub-branch, Account No.: 86 7080 1128 10001). The document may be obtained at the address given below in person or sent by courier.

6. Bids must be delivered to the address below on or before 9:30 a.m. (Beijing Time), August 3, 2021. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 9:30 a.m. (Beijing Time) on August 3, 2021. All bids must be accompanied by a Bid Security of CNY760,000.

7. The attention of prospective bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
