Procurement of printing only from camera-ready-copy including supply of paper, binding, packing and delivery of khmer grade 1 text books in 24 provinces

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in UN Development Business No.729, posted on 5 June 2008.
2. The Royal Government of Cambodia has received finance for the Education Sector Support Scale Up Action Program (ESSSUAP) from World Bank (IDA 44700) and intends to apply part of the proceeds of the Finance to payments under the contract for the Goods shown in below:
Item No. 1: Printing only from camera-ready-copy including supply of Paper, Binding, Packing and Delivery of Khmer Grade 1 Text Books
* Cover: Art-Glossary paper, weight minimum 210gsm, Full-color (4/1)
* Inside: White Wood-free paper, weight minimum 70 gsm, Full-color (4/4)
Quantity: 592,378 Books
Bidder shall bid for the whole items in required quantities and Bid evaluation and contract awarded shall be for the whole package (i.e: all items in the required quantities)
3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Charles Kendall & Partners (CKP) as Procurement Agents for selected World Bank funded projects in Cambodia. The CKP acting for and on behalf of the Ministry of Education, Youth and Sports (MoEYS), now invites sealed bids from eligible and qualified bidders for printing only from camera-ready-copy including supply paper, Binding, Packing and delivery of Khmer Grade 1 Text Books in 24 provinces.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines:
Procurement under IBRD Loans and IDA Credits
, May 2004 and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
5. Interested eligible bidders may obtain further information from CKP and inspect the Bidding Documents at the address in point 11 (a) below from 14 September 2011 to 1 November 2011 from 09:00 a.m. to 12:00 noon and 2pm to 4.30pm. (Cambodia Standard Time).
6. Qualifications requirement is provided in the Section II of these bidding documents. A margin of preference shall be applied for Textbooks manufactured in Purchaser's Country for purpose of bid price comparison only as mentioned in Section I, Bid Data Sheet ITB 35.1, Section ll.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee of USD50.00. The method of payment will be either by cash or transfer to the following account:

8. Bids must be delivered to the address below at or before 10.00 a.m. on 2 November 2011. Electronic bidding shall not be permitted. Late bids will be rejected.
9. Bids will be publicly opened in the presence of the bidders' representatives, who choose to attend in person at the address below at 10.00 a.m. on 2 November 2011. Interested public/NGO/Civil societies may also attend the bid opening.
10. All bids shall be accompanied by a Bid Security of US$ 16,000.00 (Sixteen Thousand US Dollars) or an equivalent amount in a freely convertible currency.
