The Government of Indonesia has received a loan in the amount of US$ 177 million equivalent from the International Bank for Reconstruction and Development (IBRD) toward the cost of financing the National Community Empowerment Program 2009 (NCEP- 2009) in 33 provinces of Indonesia. This program is based on the methodology developed for the Urban Poverty Project (UPP). The program focuses on city wardens (kelurahan) and the activities comprise (1) community strengthening, (2) capacity building for Local Government and (3) providing stimulant to the community for improving their physical environment and socio-economic conditions.

Training and Socialization Material

To support the implementation of NCEP Urban 2010, project will require the provision of training and socialization material to be delivered to project participants in 33 provinces of Indonesia. This tender will be for the printing and the distribution/delivery of the material to 286 urban areas (District/Municipal) of all 33 provinces of Indonesia and to the project headquarters in Jakarta. The material will be bid in 2 LOTS. Bidders may bid for one or more LOTS but must clearly specify the terms of their offer in the bid proposals:

Lot 1 – Training Material.
Lot 2 – Socialization Material.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines:
Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

The Directorate General of Human Settlements – The Ministry of Public Works now invites eligible Firms to participate in this tender. Interested firms will need to demonstrate that they are qualified to perform the services in a post-qualification process which will include an assessment of at least the following:

(a) Financial Capability
Audited financial accounts for at least two complete fiscal years, demonstrating the soundness of its financial position and that it has the financial resources to perform the proposed contract. It must demonstrate available cash flow arrangements for 20% of the value of the bid.

(b) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets experience requirement: Successfully completed a minimum of two contracts similar in size and scope in the past 3 years.

Bid must be delivered to the address below at or before 14:00 (WIB) on April 8, 2010. Electronic bidding will not be permitted. Late bids will be rejected. A Pre-bid conference will be held at the address below on March 4, 2010 at 10.30 AM/WIB for clarification to bidders.

Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 14:00 (WIB) on April 8, 2010. All bids must be accompanied by a Bid Security at least 2% of bid price.
