Description

The Government of Barbados has received financing from the Inter-American Development Bank (IDB), and intends to apply part of the proceeds to payment under the project Water and Sanitation Systems Upgrade, for “Proposals for the resolution of water quality problems at the Bowmanston Well”.

The consulting firm will be required to provide the following:

  • The Hydrology of the “Bowmanston Caves”.
  • The possible sources of soil colloids intrusion and recommendations to prevent/reduce these intrusions.
  • Technical Review of the Three (3) Best Methods of Resolution.
  • Desk Level life-cycle cost, economic and Environmental Analysis of the Three (3) Best Methods of Resolution.
  • Conceptual Designs, Specifications and Implementation Plan for each method.

    The Barbados Water Authority Project Execution Unit, the executing agency for the loan, now invites eligible consulting firms to indicate their interest in providing the services. The general aim of this consultancy is to prepare designs and plans to eradicate or minimize the occurrence of highly turbid waters at the Bowmanston Well, especially after periods of heavy rainfall. The estimated duration of the consultancy is four months.

    Interested consulting firms must provide the following information to establish their competence in the performance of the services required:
  • Information on Hydrology Assessments on islands with similar geology as Barbados (i.e. mainly Coral/Limestone);
  • Past experience in the planning and execution of the cleaning of well(s), preferably in a Streamwater zone of a geological feature, by utilising techniques/processes/equipment that will have little or no impact on the day-to-day operations of the station and the environment.
  • General background of the consulting firm
  • Experience as a consulting firm contracted for services for at least the last five years, and specifically, participation as consultant in a role that is similar to the proposed consulting services within the last three years
  • Availability of appropriate skills among staff supported by curriculum vitae
  • The consulting firm shall have at least ten years (10 yrs.) experience in the design, testing and maintenance of water quality treatment systems governed by WHO standards.

    The consulting firm will be selected in accordance with the procedures set out in the Inter-American Development Bank. Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank (GN-2350-9) and is open to all eligible bidders as defined in the policies.

    The expressions of interest will be evaluated based on the qualifications and relevant experience
    of the firm and the results will be used to prepare a shortlist of no more than six consulting firms.
    The firms included in the shortlist will subsequently be invited to present technical and economic proposals on the basis of a request for proposals mailed to them, which would include a detailed terms of reference.

    Expressions of interest, clearly marked “Proposals for the resolution of water quality problems at the Bowmanston Well”, must be deposited in the tender box located at the BWA Project Execution Unit,(address below), at or before 4:30 pm on 02 May, 2012, and will be opened at 12:00 hours on the following working day.

    The BWA Project Execution Unit will not be responsible for any costs or expenses incurred by applicants in connection with the preparation or delivery of the expressions of interest.
